TF0C4831 Assignment Title: Education Specialist Reference No.: IC-1.1 The Kyiv School of Economics Institute (KSEI) has received financing from the World Bank toward the cost of the Center for Advancement in Restoration and Modernization Capacity (CARMC) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting KSE-I in the high-quality design, implementation, monitoring, and continuous improvement of the training and train-of-trainers programs conducted under the Capacity Building Hub of the I_CAN (CARMC) Project.
The services shall be delivered on a full-time basis throughout the Project implementation period until June 30, 2028, with an expected start date in 2025. Services shall be delivered primarily in Kyiv, Ukraine, with the possibility of remote work as consistent with the Terms of Reference.

The Curriculum Vitae (CV) must be prepared in accordance with the template provided in Annex II to the REOI: https://docs.google.com/document/d/1lOBSlpou2el7VXgPTt5-y42S1qkYCls6/edit?usp=sharing&ouid=108725934557955254810&rtpof=true&sd=true. The Kyiv School of Economics Institute now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are: Master’s or complete higher education degree in education, pedagogy, educational management, or a related field, or completion of pedagogical or instructional design courses as part of an academic program; proven professional experience (at least 2 years) in the preparation, implementation, management, and assessment of educational or training programs for adults; demonstrated ability to develop training materials, manuals, presentations for adult learners, particularly for public sector employees and government officials; experience in managing teams and coordinating educational processes; proficiency in working with learning management systems or relevant software; excellent verbal and written communication skills, with the ability to interact effectively with diverse stakeholders; fluency in spoken and written English and Ukrainian; confident PC user, including proficiency in Microsoft Office, e-mail, and databases.
Desirable qualifications include strong presentation skills and ability to deliver training sessions or educational materials; demonstrated experience in designing and delivering training for central and/or local government officials will be considered an advantage; ability to build and maintain positive relationships within the educational and professional community; relevant certifications in curriculum development will be considered an advantage; knowledge of Ukraine’s Public Investment Management (PIM) reform will be considered an asset; additional knowledge of public sector budgeting, strategic planning, local government management, and decentralization processes will be an advantage.
The attention of interested Consultants (including firms) is drawn to paragraphs 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
