- The Government of West Bengal (GoWB) through Government of India (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called “loan”) toward the cost of West Bengal Inland Water Transport, Logistics and Spatial Development Project. The West Bengal Transport Infrastructure Development Corporation Limited (WBTIDCL), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the WBTIDCL and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the WBTIDCL shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.

- The Client now invites online proposals to provide the following consulting services (hereinafter called “Services”) “Engagement of a consultant to prepare cumulative impact assessment for the Kolkata Metropolitan Area West Bengal Inland Water Transport Logistic and Spatial Development Project (WBIWTLSDP)-2nd Call”
The Objective and Key Task under the service is as follows:- Objective of CIA The CIA analysis has two objectives: Section 2. Instructions to Consultants (ITC) 5 To determine if the combined impacts of the project, other projects and activities, and natural environmental drivers will result in a Valued Environmental Components (VEC) condition that may put the sustainability of a VEC at risk (i.e., exceed a threshold for 12 condition which is an unacceptable outcome); and To determine what management measures could be implemented to prevent unacceptable VEC condition, this may include additional mitigation of the project being assessed, additional mitigation of other existing or predictable future projects, or other regional management strategies that could maintain VEC condition within acceptable limits. For details refer to section 7: Terms of Reference Key Tasks The broad tasks of the CEIA study include the following: Delineate the spatial and temporal boundary for this CEIA. Identify the key VECs and determine their present conditions. Mapping of other projects and different sources of impacts, i.e. stressors affecting the VECs; Assess cumulative impacts and evaluate their significance over VECs predicted future conditions; Provide recommendations towards management of cumulative impacts and development of Environmental and social management plan For details refer to section 7: Terms of Reference The Details Given in “Section 7. - This electronic Request for Proposals (RFP) has been addressed to the interested eligible Consultants. The consultant who qualifies in Part – A criteria given below will be considered as eligible consultant.
The PART-A Criteria are as follows, a) The lead firm should be in consultancy business for at least last five Years ending on 31.03.2025 (Registration certificate, Copies of PAN, TAN and GST registration). b) The firm should have an annual average turnover of INR 0.74 Crore or above from consultancy services in the last three financial years i.e., 2022-23, 2023-24, 2024-25 (Statutory Audit report to be attached). c) The firm should have a local office in Kolkata or should provide an undertaking for establishment of same within 30 Days of contract signing. d) Minimum 1 assignments of Social and/or Environmental impact Assessment (in Transport sector or other service sector development project) successfully executed in the last 10 years as on the date of proposal submission deadline. Section 2. Instructions to Consultants (ITC) 6 e) Experience during the ten (10) years preceding the “Bid Publishing Date” of: i) One successfully completed project of Environmental Impact Assessment costing not less than 0.55 Crore as value of the consultancy fee for the project. Or ii) Two successfully completed project of Environmental Impact Assessment costing not less than 0.46 Crore as value of the consultancy fee for the project. Or iii) Single running project of Environmental Impact Assessment Costing not less than 1.38 Crore as value of the consultancy fee for the project. (Supporting documents like completion or client certificate/final payment certificate documents which will satisfactorily prove the work has been done need to be submitted as proof.) Only those Consultants who qualify under PART-A of the Eligibility Criteria shall be considered eligible, and such Consultants shall thereafter be evaluated solely against the Eligibility Criteria specified under PART-B, as stipulated in ITC Clause 21.1
- It is not permissible to transfer this RFP to any other firm.
- A firm will be selected under Quality and Cost Based Selection (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org
- This will be a single stage procurement, so no EOI is floated and no shortlisting based on EOI will be done. So consultant and shortlisted consultant mean the same.

- The RFP is available online at www.wbtenders.gov.in or downloading free of cost for the consultants only. The consultant would be required to register on the website, which is free of cost, and would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated prior to the submission of proposals. For submission of a proposal online at the web address indicated above, the Consultant is also required to have a Digital Signature (DSC) from one of the Government of India authorized Certifying Authorities. The list of the authorized Certifying Authorities can be found from the link http://www.cca.gov.in .
- Details on the proposal’s submission date, and time are provided in ITC 17.4. The e-procurement system would not allow any late submission of proposals.
