- BACKGROUND
The Government of Ghana, in partnership with the World Bank, is implementing the Ghana Productive Safety Net Project (GPSNP 2) to strengthen the country's social protection system and improve the lives of the poorest households. The Social Protection mandate of the Ministry of Gender, Children and Social Protection (MOGCSP) requires effective and efficient coordination of Social Protection interventions. This includes the harmonization of the targeting and selection of beneficiaries for these interventions. The World Bank funded Ghana Social Opportunities Project (GSOP) helped in establishing the Ghana National Household Registry (GNHR) implemented under the Ministry between 2015 and 2018. The objective of the Ghana National Household Registry (GNHR) is to identify, characterize, record, and prioritize poor and vulnerable households in Ghana to create a National Single Registry, as a way to ensure their access to the benefits offered by various Social Protection Programmes. It is expected to support the Government in its effort to:
- progressively expand the implementation of social protection interventions.
- strengthen the institutional capacity of Government in Targeting, coordinating and implementation of Social Protection Interventions. So far data collection has ended in eight regions (Upper East, Upper West, Northeast, Savannah, Northern, Central, Oti and the Volta regions). Currently, GNHR is about embarking on Scale Up and LEAP reassessment exercise which involves collecting data in all 16 regions.
Desirous of scaling up the GSOP model, the Government of Ghana is implementing the Ghana Productive Safety Net Project II (GPSNP II), with assistance from the World Bank and other Development Partners. The objective of the GPSNP II is to support the Government to strengthen safety net systems that improve the productivity of the extreme poor in Ghana. The MoGCSP therefore intends to recruit Suitable Qualified Ghanaian National to occupy the position of Data Analyst Assistant and Monitoring and Data Collection Manager. DATA SCIENTIST (GH-MOGCSP-483834-CS-INDV) 1.0 OBJECTIVE OF ASSIGNMENT The primary objective of this assignment is to support the GNHR in improving the quality, accuracy, and usability of household data through advanced data science techniques. -
- SCOPE OF WORK
The Data Scientist will be responsible for the following tasks:
- Advanced Data Analytics: Develop and implement advanced statistical models and machine learning algorithms to analyze data, predict trends, identify bottlenecks and develop effective solutions
- Data Engineering: Design and maintain robust data pipelines for efficient data coordination, collection, cleaning, and preprocessing.
- Algorithm Development: Create and optimize algorithms for data integration and de-duplication, ensuring seamless merging of registry data internally and with other data sources, including administrative data and detailed mobile call data.
- Big Data Management: Utilize big data technologies to handle large datasets and ensure data scalability and performance.
- Innovative Solutions: Research and develop innovative data solutions to enhance the GNHR's data capabilities, supporting continuous updates without the need for home visits and interoperability with other databases.
- Data Validation and Reliability: Ensure the reliability and validity of integrated data sources to maintain the accuracy of the registry.
- Interdisciplinary Collaboration: Work closely with other teams to implement data-driven solutions and support decision-making processes.
3.0 QUALIFICATIONS
- Education: Minimum a Masters degree in Data Science, Statistics, Computer Science, or a related field.
- Experience: At least 5 years of experience in data science, with a focus on advanced analytics, machine learning, and big data technologies.
- Skills: Proficiency in programming languages (e.g., Python, R), big data technologies (e.g., Hadoop, Spark), and data visualization tools (e.g., Tableau). Experience with integrating and validating external data sources is highly desirable.
4.0 DELIVERABLES
- Advanced Analytical Models: Development and documentation of statistical models and machine learning algorithms.
- Data Pipelines: Robust data pipelines for data coordination, collection, cleaning, and preprocessing.
- Integration Plan: A comprehensive plan for integrating external data sources with the registry data and internally
- Validation Reports: Regular reports on the validation and reliability of integrated data sources.
- Innovative Data Solutions: Research findings and implementation of innovative data solutions.
5.0 DURATION The assignment shall be for an initial period of nine (9) months from the date of contract signature renewable subject to satisfactory performance. EXPRESSION OF INTEREST The Ministry of Gender, Children and Social Protection has received financing from the World Bank towards the cost of the Ghana Productive Safety Net Project 2 (GPSNP 2) and intends to apply part of the proceeds for consulting services. The Ministry of Gender, Children and Social Protection (MoGCSP) now invites eligible Project Implementation Personnel to indicate their interest in providing the Services. Interested Consultants should provide information through their Curriculum Vitae and other means, demonstrating that they have the required qualifications and relevant experience to perform the assignment. The selection will be carried out through open competition among qualified shortlisted individuals and in accordance with Section VII paragraphs 7.32 of the World Bank’s Procurement Regulations for IPF Borrowers (5th edition). The Consultants having the required experiences and competencies relevant to the various positions shall be assessed and compared using pass/fail.
