NO: FMWR&S/SPIN/INDV/CS/2025/012A The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Water Resources and Sanitation intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include recruitment of an Individual Irrigation & Drainage Design & System management Expert to support the Sustainable Power & Irrigation for Nigeria Project (SPIN).

The Expert will act as technical advisor to the Federal Project Management Unit (FPMU), reviewing irrigation and drainage designs, rehabilitation, and management for compliance with World Bank and Federal Government standards. The assignment is time-based, for one year.

Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected consultant may be required to provide additional documents to support his/her qualification and experience.

The Irrigation and Drainage design and System Management (I&DSM) consultant should possess the following qualifications and experience: A Master’s Degree in Civil engineering or Irrigation & Drainage, and hydraulic water control structure engineering, Water Resources Management and specialized in gravity irrigation and drainage system design and distribution network assessment of water scheduling among small holders, and or related field relevant to the small holder (less than 1.5 ha per FH) projects.

At least thirty-five (35) years including proven recent field experience of similar nature on Irrigation system design, rehabilitation, operation management and water scheduling in irrigation development projects with small land holders. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
