7748-UA Name of Assignment: Engineer for Technical Supervision of Road Construction, Artificial Structures, and Utilities during Installation of Two Emergency Modular Road Bridges at km 29+012 and km 41+382 of Public Road of National Importance R-87 Halych - Pidhaitsi - Sataniv, Ternopil Region Reference No.: DRV-CS2 Ukraine has received financing from the International Bank for Reconstruction and Development and International Development Association (hereinafter referred to as the Bank) under the Financing Agreement dated April 02, 2025 No.

7748-UA for implementation of the Delivering Resilient Infrastructure in Vulnerable Environments in Ukraine (DRIVE) Project (hereinafter referred to as the Project). As part of the Project implementation, these funds have been allocated to the State Agency for Restoration and Development of Infrastructure of Ukraine (hereinafter referred to as the Client).

The Client intends to apply part of the proceeds for consulting services. Consulting services (hereinafter referred to as Services) include technical supervision of road works, works on artificial structures, and relocation of utilities, ensuring their compliance with design documentation, regulatory requirements, and current legislation of Ukraine.

Full description

The scope of the Services also includes the daily issuance of approvals for civil works in accordance with the activity schedule, as-built documentation, and drawings, verification of the scope of the services rendered, as well as inspections of construction sites to confirm compliance with safety requirements in accordance with Ukrainian legislation. The estimated duration of service provision is 3 months.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The qualification criteria for selecting the Consultant are: University degree in civil engineering.

At least 5 years of professional engineering experience in supervision of construction of infrastructure facilities in particular construction of road and artificial structures. Fluent English will be an advantage, Fluent Ukrainian is mandatory. 2 successfully completed projects of similar nature and complexity will be an advantage.

Experience in projects financed by IFIs, in particular the World Bank, will be an advantage. A valid qualification certificate of a category I technical supervision engineer in accordance with the legislation of Ukraine.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, fifth edition dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected under IC procedure as set out in the Procurement Regulations.
