The Government of the Kingdom of Tonga (GoT) Ministry of Finance (MOF), Central Services Unit (CSU) Health Enhancement and Resiliency, Tonga (HEART) Project (P180965) REQUEST FOR EXPRESSIONS OF INTEREST Assignment: Engineering and Contract Management Specialist (ECMS) Reference : TO-MFNP-506491-CS-INDV Client/Employer: Central Services Unit (CSU), Ministry of Finance (MOF) Issue Date of REOI: 7th November 2025, 04:30 PM (Tongan Time) Submission Deadline: Extended to 27st November 2025, 04:30 PM (Tongan Time) The Kingdom of Tonga has received financing from the World Bank toward the cost of Health Enhancement and Resiliency, Tonga (HEART) Project, and intends to apply part of the proceeds for consulting services.
The Ministry of Finance has established the Central Services Unit (CSU), as a monitoring unit to provide support to the preparation and implementation of all World Bank Projects. The CSU is staffed with a Program Manager and specialists in different fields (Procurement, Safeguards, Monitoring and Evaluation (M&E), Financial Management (FM), Communication, Engineering and Contract Management.
There are Officers for each workstream to support the specialists, and other consultants as well that are significant to the operation of CSU. The consulting services (“the Services”) include the recruitment of the Engineering and Contract Management Specialist, among others.
The overall responsibility of this Specialist is to: Proactively support and work with all relevant Project Management Units (PMUs)/Implementing Agencies (IAs) in the area of engineering and contract management so that the projects deliver timely and achieve Value for Money (VfM) in accordance with the Project Development Objectives while managing CSU resources efficiently.

This is a full-time position (may be extended based on needs and performance of the consultant) The detailed Terms of Reference (TOR) for the assignment can be obtain from jawadtcsu@gmail.com or ataumoepeau@finance.gov.to The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.).
The criteria for selecting the Consultant are: EXPERTISE REQUIREMENTS Academic Background and Relevant Experience Minimum Requirements Education: Bachelor’s degree or higher in Civil/Structural Engineering (or closely related field). Experience: Minimum 10 years professional experience in engineering and contract management of infrastructure works, including: a.
Experience across the full contract lifecycle (design/supervision, procurement support, contract administration, risk, E&S coordination, close-out). b. Demonstrated administration of FIDIC (or comparable) conditions of contract (variations, claims/EoT, price adjustment, securities/insurance, defects, and closure). c..
Experience establishing and institutionalizing SOPs/templates/registries for contract management, including records management/contract registries. f. Experience leading and mentoring multidisciplinary teams and building capacity of client/PMU staff. g. Experience preparing management reports for senior government counterparts and financiers (e.g., monthly/quarterly portfolio, KPI dashboards).
International Experience: Relevant professional experience delivering projects in at least three (3) different countries. Language: Excellent command of English, written and spoken.
Scoring criteria Criterion Description Points General Qualifications: general education, recent training, and experience • Education: Advanced qualifications in Civil or Structural Engineering (Master’s or higher) and/or related disciplines such as Construction Management, Contract Administration, or Project Management are desirable.
Candidates with professional registration or chartership (e.g., CEng, PE) will be rated more highly. • Recent Relevant Training: Evidence of structured professional development within the past five (5) years will be positively scored. For example, includes short courses or workshops delivered by recognized institutions (e.g., World Bank, ADB, FIDIC, PMI, ICE, or National Engineering Associations).
• Breadth of international experience: beyond the minimum of 3 countries 40 Adequacy for the Assignment: relevant education, training, and experience in the context of this ECMS role • Formal certifications or courses relevant to the assignment, such as A FIDIC Certified Contract Manager, Project Management (PMP/PRINCE2), Procurement, Dispute Resolution, or Construction Supervision.
• Experience implementing World Bank, ADB, or other IFI/Donor-funded projects • Experience delivering projects in remote/island environments with complex logistics, including Tonga. • Breadth of experience in engineering delivery (design/supervision/QA-QC) with clear results on cost/schedule/quality; ability to identify risks and propose viable, sustainable solutions.
• Breadth of experience in developing and rolling out SOPs, POM inputs, templates, contract registries/HRM databases, and harmonizing practices across a portfolio. Examples of capacity building: structured induction for new officers, ongoing mentoring/coaching, materials and tools, and measurable uptake (OPA-style performance assessment desirable).
• Breadth of experience with stakeholder collaboration & reporting: effective coordination with PMUs/IAs/MOF/WB Teams/contractors; production of monthly/quarterly reports with actionable analysis and clear recommendations.
• Tongan language ability will be viewed favorably 60 Desirable Requirements Previous experience in Donors (The World Bank and similar donors) funded projects is an advantage Previous experience and developing countries and similar assignment, particularly working in Tonga and willingness to work related travel to remote Tongan islands Demonstrated ability to work well with diverse team and various levels of government A knowledge of the relevant Tonga Legislation would be an advantage.
The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments. Further information can be obtained from the email above during office hours 08:30 to 16:30 hours weekdays.
