REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Belize Climate Resilient and Sustainable Agriculture Project (CRESAP) Loan No.: 9347 BE Project ID No.: P172592 Assignment Title: Environmental Officer for Department of Environment Reference No. (as per Procurement Plan): BZ-SIF- 519241 -CS-INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services. The GOB intends to apply part of the proceeds of this financing towards hiring an experienced and qualified consultant as Environmental Officer for Department of Environment to provide technical support to the Department of the Environment (DOE) in conducting environmental screenings of Moderate-Risk Climate Smart Agriculture (CSA) investment applications submitted by potential beneficiary farmers under the CRESAP project. The consultant will work closely with the CRESAP Environmental & Social Safeguard Specialist and the Matching Grant Coordinator and will be supervised by the Environmental Officer of the DOE acting as the Head of Unit of the Project Evaluation/EIA Unit. The GOB through the Ministry of Agriculture, Food Security and New Growth Enterprise has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit an individual to fill the position of ( 1) Environmental Officer for Department of Environment. The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.). Minimum Mandatory Requirements *(Required) Qualifications

  • Associate Degree in natural sciences, (biology or chemistry or other closely related field), environmental science, agriculture, natural resource management, or any other field related to the assignment (20 points).

General Experience

  • Two (2) years of relevant professional experience in the environmental field, for example, reviewing environmental and social risk assessments and applications and proposals for environmental and social aspects. (20 points)

*If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience

  • Experience in environmental and social risk management work in agriculture development projects and knowledge of Climate Smart Agriculture practices. (15 points)
  • Experience in Environmental Impact Assessment (EIA) and Limited Level Environmental Study (LLES) processes and in developing associated environmental and social monitoring plans and business plans. (30 points)
  • Familiarity with the DOE requirements and knowledge and experience preferably with World Bank Environmental and Social Framework and instruments, or with similar standards and policies from other multilateral development institutions. (15 points)

Minimum total points required to be considered for the assignment is 75 points. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
