The Government of the Kingdom of Tonga (GoT) Ministry of Finance (MOF), Central Services Unit (CSU) Health Enhancement and Resiliency, Tonga (HEART) Project (P180965) REQUEST FOR EXPRESSIONS OF INTEREST Assignment: Environmental and Social (E&S) Safeguards Officer (ESO) Reference : TO-MFNP-521436-CS-INDV Client/Employer: Central Services Unit (CSU), Ministry of Finance (MOF) Project Number : P180965 Due Date / Time for REOI : 22nd March 2026, 04:30 PM (Tongan Time) The Kingdom of Tonga has received financing from the World Bank toward the cost of Health Enhancement and Resiliency, Tonga (HEART) Project, and intends to apply part of the proceeds for consulting services. The Ministry of Finance has established the Central Services Unit (CSU), as a monitoring unit to provide support to the preparation and implementation of all World Bank Projects. The CSU is staffed with a Program Manager and specialists in different fields (Procurement, Safeguards, Monitoring and Evaluation (M&E), Financial Management (FM), Communication, Engineering and Contract Management. There are Officers for each workstream to support the specialists, and other consultants as well that are significant to the operation of CSU. The consulting services (“the Services”) include the recruitment of the Environmental and Social (E&S) Safeguards Officer (ESO), among others. The overall responsibility of the officer is listed but not limited to:
- Support CSU monitoring and reporting on environmental and social risk management processes at the project level, while also assisting to strengthen approach for country E&S framework.
- support the implementation CSU capacity building plan on environmental and social risks management for PMUs, Implementing Agencies (IA), contractors and other relevant stakeholders.
- maintain close dialogue with CSU E&S Specialist and WB E&S Specialists to enable coordinated implementation of the Environmental and Social Framework (ESF) and Good International Industry Practice (GIIP)
- Support the E&S workstream to enforce E&S compliance with local governance and regulatory processes are efficient, rigorous and timely.
- Support the E&S workstream in providing advice to the WB and GOT on E&S gaps or risks that exist in project design, development and implementation.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of qualifications, experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: EXPERTISE REQUIREMENTS Academic Background and Relevant Experience Minimum Requirements The Environmental and Social (E&S) Safeguards Officer must have:
- An university Bachelor's degree in environmental or social studies or other relevant field with 2 year working experience, in environmental and/or social management/monitoring, construction management, community engagement, and/or a related fieldor ;
- Or A diploma/ certificate level qualification from a recognized institution with at least, 5 years working experience in environmental and/or social management/monitoring, construction management, community engagement, and/or a related field;
- Fluency in Tongan and English with good skills in oral and written communication
Desirable Requirements
- Understanding of Tongan culture and traditional governance structures
- Knowledge of environmental and social risk management, including occupational health and safety.
- Applicants must have the legal right to work in Tonga at the time of application.

20 The remuneration package for this position is attractive and will be determined based on qualifications, experience, and previous remunerations for similar assignments. Further information can be obtained at the email above during office hours 08:30 to 16:30 hours weekdays. A firm is eligible to nominate an individual – however, note that only the experience and qualifications of the nominated individual shall be used in the selection process, and that (their) corporate experience shall not be considered.
