REQUEST FOR EXPRESSIONS OF INTEREST ENVIRONMENTAL AND SOCIAL SAFEGUARDS OFFICER Country: Republic of Vanuatu Project Name: Accelerating Trade Facilitation in the Pacific Loan No./Credit No./ Grant No. P508537 Assignment Title: Environmental and Social Safeguards Officer (ESSO) Reference No: VU-MFED-516463-CS-INDV Project Implementation period: 9 September 2025 – 30 August 2030 Duration of working contract: 1 year with a possible extension subject to performance appraisal Expected Start date: February 2026 The Ministry of Finance and Economic Management (MFEM) will support, through World Bank financing, the Accelerating Trade Facilitation in the Pacific (ATFP) Project and intends to apply part of the proceeds to employ a Environmental and Social Safeguards Officer (ESSO) to be based at the MFEM Project Management Unit (PMU). MFEM will provide to the designated candidate all the World Bank Mission Reports, Financial Reporting standards, World Bank Guidelines and other materials related to the Project. The Government will provide the office space, including office furniture, access to IT equipment, stationery, internet, communications, and related utilities. The successful candidate is fully responsible for the cost of local transportation (to/from the office). The Environmental and Social Safeguards Officer (ESSO) will report to the Project Manager and support the implementing agencies on the management of environmental, social, health and safety risks in accordance with the requirements of the World Bank’s Environmental & Social Standards (ESS) under the Environment and Social Framework (ESF) and national regulations The detailed Terms of Reference (TOR) for the assignment can be obtained by emailing the address given below or by calling in at the Ministry of Finance and Economic Management – situated opposite Centre Ville and behind the Reserve Bank building at Joint Court The Ministry of Finance and Economic Management now invite individuals to indicate their interest to be considered for the role. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the role. The shortlisting will be based on the following criteria: Mandatory Criteria: Education: (i) A bachelor’s degree from a tertiary institution in a relevant discipline such as, social sciences environmental or similar disciplines, (ii) A diploma with minimum of 2 years’ experience from a tertiary institution in a relevant discipline such as, social sciences environmental or similar disciplines. Experience: A minimum of 5 years of professional experience in managing environmental, social safeguards, health, and safety risks, as evidenced in the CV.
