REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT) ENVIRONMENTAL ECONOMIC ANALYST Institution: Ministry of Finance Country: Belize Project: Belize Blue Cities and Beyond Project Process ID: BZ-CEU-522799-CS-INDV Duration: Twelve (12) Months Duty Station: Blue Economy Unit, Belize City, Belize (In Office) Deadline: March 23, 2026; 10:00 a.m. (Local Belize Time) The Government of Belize received loan financing from the World Bank and grant financing from the PROBLUE Multi-donor trust funds, the Global Environment Facility (GEF) and the Global Facility for Disaster Reduction and Recovery (GFDRR) for the Belize Blue Cities and Beyond Project, a five-year initiative being managed by the CEU in the Ministry of Finance. This Project aims to improve Belize's management capacity for sustainable coastal and blue economy development, increase safe water supply and reduce land-based pollution discharges at targeted urban areas, and in case of an Eligible Crisis or Emergency, to respond promptly and effectively to it. This project seeks to enhance municipal infrastructure such as water and sanitation, waste management, and coastal protection to support Belize’s long-term blue economy sustainability. The Ministry of Finance invites qualified individuals to apply for the contractual position of Environmental Economic Analyst within the Blue Economy Unit . The Environmental Economic Analyst will support the Ministry of Blue Economy and Marine Conservation through the Blue Economy Unit by providing technical and analytical expertise on environmental and economic matters. The Environmental Economic Analyst will be responsible for conducting comprehensive environmental-economic assessments, analysing the economic implications of environmental policies and interventions, and providing evidence-based recommendations to support investment planning and decision making for sustainable blue economy growth. The selection for this contractual position will be conducted in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) and the Consultant Guidelines (2011), using the Individual Consultant Selection method. The process will also adhere to the procurement policies and the best practices of the Government of Belize. This selection is open to all eligible individuals as defined by the referenced policies. Applications must be submitted in English, using the required template, no later than March 23, 2026, by 10:00 a.m . (Local Belize Time) . Late submissions will not be considered.
