MINISTRY OF EDUCATION MALAWI FOUNDATIONAL LEARNING PROGRAM FOR RESULTS (MFLP) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) Country : MALAWI Name of Project : MALAWI FOUNDATIONAL LEARNING PROGRAM FOR RESULTS (MFLP) Project No : P507745 Assignment Title : ENVIRONMENTAL, HEALTH AND SAFETY SPECIALIST Reference Number : MW-MOBSE-516292-CS-INDV Issue Date : 5 November , 2025 The Government of Malawi through the Ministry of Education (MoE), has received financing from the World Bank towards the cost of developing the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services under the contract for an Environmental, Health and Safety Specialist.
The consulting services (“the Services”) include to ensure that the implementation of activities under MFLP are in conformity with the Environmental, Health and Safety (EHS) requirements of the Government of Malawi and the World Bank. The Environmental, Health and Safety Specialist will provide oversight relating to EHS aspects of the project activities, including reporting of incidents in line with the project ESCP.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Education now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide CVs demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant shall be an individual with relevant qualifications and experience.

The shortlisting criteria are: The Environmental, Health and Safety Specialist must have a Master’s Degree in Environmental Sciences, Environmental Management, Environmental Engineering, Natural Resources Management or a related field from a recognized University/Institution Postgraduate qualifications and experience in Environmental Impact Assessment/Environmental Audit (EIA/EA), monitoring and Qualification in Occupational Health and Safety (such as NEBOSH) are added advantages.
A minimum of 5 years’ experience in the areas Environmental Management and Health and Safety at National or International level, including planning, assessing and managing of EHS issues related to civil works of a similar scale. Practical experience with the World Bank Environmental and Social Standards (ESS) and compliance requirements will be an added advantage.
Ability to make timely and quality judgement and decisions Excellent communication, facilitation, and interpersonal skills with the ability to liaise across multiple stakeholders. Strong report writing and computer skills (MS Office: Excel, Word, PowerPoint). Fluency in written and spoken English. The contract shall be renewed annually, based on satisfactory performance for the four-year duration of MFLP.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
