2、CITIC International Tendering Co., Ltd. (the Procurement Agent), entrusted by the Hainan Provincial Department of Ecology and Environment (the Purchaser), now invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services: Contract No.
HN-G-49 Contract Title Procurement of Specialized Laboratory Equipment for the One Health Water Ecology Line Main Types and Quantities of Goods The procurement includes a triple quadrupole gas chromatography–mass spectrometry system (with a three-in-one sampler and an automated purge and trap sampler), an automated solid-phase extraction system, an automated parallel concentrator, a freeze dryer, an online solid-phase extraction–high-performance liquid chromatography–tandem triple quadrupole mass spectrometry system (A0E-LCMS/MS), a scanning electron microscope, a PCR amplifier, a vertical steam sterilizer, and other related equipment and services.
For detailed specifications, please refer to Section VI “Schedule of Requirements” in the bidding documents. Delivery Period Ninety (90) calendar days from the date of contract signing.

3、This bidding will be conducted through a Request for Bids (RFB) procedure using National Competitive Procurement (NCB), as specified in the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
4、Interested and eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the bidding documents between November 10, 2025, and the bid submission deadline of December 3, 2025, on working days (excluding Saturdays, Sundays, and public holidays), from 9:00 a.m. to 11:30 a.m. and 1:30 p.m. to 5:00 p.m. (Beijing Time).
5、Prospective bidders should pay attention to the provisions concerning eligibility and conflict of interest set forth in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest shall be considered ineligible.
6、The qualification requirements for bidders include: Business Scale The bidder’s average annual turnover for the years 2022–2024 shall be not less than RMB 22.7 million.
Contract Experience Within the past three years (from January 1, 2022, to the bid submission deadline), the bidder must have successfully completed as a supplier at least two (2) supply contracts similar in nature and complexity to the goods to be procured under this project.
Among these, at least one (1) contract must include a high-performance liquid chromatography–tandem triple quadrupole mass spectrometer (HPLC–MS/MS), and each contract shall have a value of not less than RMB 5 million. The bidder must provide documentary evidence demonstrating compliance with these requirements, including at a minimum the contract agreement(s) and acceptance certificate(s) issued by the end user(s).
Copies of the contracts included in the bid shall contain at least the following information: the project name and procurement contents shown on the cover page, the contract signing date, the contract amount, pages bearing the signatures and seals of both parties, and the bidder shall indicate the end user’s contact person and contact information.
Technical Experience The goods offered shall have been in production for at least one (1) year. The bidder must provide documentary evidence demonstrating compliance with this requirement, such as copies of sales contracts or other relevant documents for similar goods.
In particular, for the high-performance liquid chromatography–tandem triple quadrupole mass spectrometer (HPLC–MS/MS), the bidder shall have sold at least one (1) unit/set. The bidder must provide documentary evidence demonstrating compliance, including copies of sales contracts and invoices for similar goods.
Production Capacity Minimum supply or production capacity to ensure that the bidder is capable of supplying the required models, specifications, and quantities of goods.
The bidder shall provide documentary evidence from the manufacturer of the goods offered, including copies of the business license, performance test reports (if available), and other relevant documents, demonstrating sufficient supply or production capacity to meet the required models, specifications, quantities, and quality of the goods.
Financial Status Audited annual financial statements (balance sheets and income statements) for the most recent three years (2022, 2023, and 2024) reflecting the bidder’s financial position, demonstrating sustained profitability. As a minimum requirement, the bidder’s net assets (calculated as total assets minus total liabilities) must be positive for each of the past three years.
Cash Flow Capacity The bidder’s available quick assets [quick assets include cash and cash equivalents, short-term financial notes, short-term marketable securities, negotiable instruments, accounts receivable, short-term financing receivables, and other assets that can be liquidated within one year], credit facilities, and other financing means shall be sufficient to meet the cash flow requirements for performing the contract, taking into account other contracts currently being executed by the bidder, with a minimum amount of RMB 3 million.
Litigation History Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total. This project allows joint venture (JV) bids. The maximum number of JV members shall be two (2), and either the lead member or the other member of the JV must meet the above qualification requirements. Further details are provided in the bidding documents.
7、Interested and eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Late bids will be rejected.
The bid opening will be conducted publicly at the same address, and bidders may send representatives to attend. The bid opening time is 08:30 a.m., December 3, 2025 (Beijing Time). Bids must include a bid security in the amount of RMB 180,000.00.
