2、CITIC International Tendering Co., Ltd. (the procurement agent), on behalf of the Hainan Provincial Disease Control Bureau (the Buyer), now invites qualified and eligible bidders to submit sealed bids for the following goods and related services: Contract No.

HN-G-47 Contract Title 2.4Construction and Application of Early Warning Methodologies for Emerging and Re-emerging Infectious Disease Outbreaks Based on Wastewater Pathogen Surveillance under the Context of Free Trade Port Development Main Types and Quantities of Goods Procurement of fully automatic wastewater samplers, automatic wastewater enrichment and concentration equipment, real-time fluorescence quantitative PCR (qPCR) instruments, digital PCR instruments, sequencers, −80 °C intelligent biological sample storage systems, −196 °C automated liquid nitrogen storage systems, ultra-low temperature freezers, large-capacity biological data storage and processing equipment, and related services.

All bidders who meet the eligibility requirements under the World Bank Procurement Regulations are invited to bid. 4、Interested and eligible bidders may obtain further information from the address specified in this Invitation for Bids and may inspect or purchase the bidding documents from October 31, 2025, to the bid submission deadline on December 2, 2025, every day from 9:00–11:30 a.m. and 1:30–5:00 p.m.

(Beijing Time), except Saturdays, Sundays, and public holidays. 5、Prospective bidders should pay attention to Clause 4 of the Instructions to Bidders in the bidding documents regarding eligibility and conflict of interest. Any bidder with a conflict of interest will be considered ineligible.

6、The eligibility requirements for bidders include: Business Scale The bidder’s average annual turnover over the last three years (from January 1, 2022, to the bid submission deadline) shall be no less than RMB 31,000,000.

Contract Experience Over the last three years (from January 1, 2022, to the bid submission deadline), the bidder must have successfully completed at least two supply contracts similar in nature and complexity to the products to be procured under this project. At least one of these contracts must include ultra-low temperature freezers, with a contract value of no less than RMB 9,900,000.

Bidders must provide supporting documents meeting these requirements, which should include at minimum copies of the contract agreement and supply invoices.

Copies of contracts included in the bid submission must include pages that demonstrate at least the following: the project name, scope of supply, contract signing date, contract value, signature and official seal pages, and the contact person and contact information of the end user.

Technical Experience The supplied goods must have at least two years of production experience, and at least one unit of similar-capacity equipment must have been sold and satisfactorily operated for at least one year (except for the “automatic wastewater enrichment and concentration equipment”).

For all products except the automatic wastewater enrichment and concentration equipment, bidders must provide end-user certificates indicating the user name, purchase date, and the contact person and contact information of the end user, along with copies of the manufacturer’s sales contract and supply invoices.

For the automatic wastewater enrichment and concentration equipment, the equipment must comply with China’s health industry standard: “Standard for Enrichment, Concentration, and Nucleic Acid Detection of Novel Coronavirus in Wastewater” (WS/T 799-2022), which was issued and implemented on March 24, 2022.

Bidders must provide the manufacturer’s authorization letter/authorized agent letter and a functional parameter confirmation letter or commitment letter for this equipment, stamped with the manufacturer’s official seal.

Production Capacity Minimum Supply or Production Capacity: To ensure that the bidder has the capacity to supply the required models, sizes, and quantities of goods, the bidder must provide supporting documents from the manufacturer of the bid goods, including copies of the business license, relevant production qualifications, product performance test reports (if available), and other documents, to demonstrate that the bidder has the capability to supply the goods in the required models, sizes, quantities, and quality.

Financial Status Audited Financial Statements: The bidder’s audited annual financial statements for the most recent three years (2022, 2023, and 2024; if less than three years, from the date of establishment) — including the balance sheet and income statement — should reflect the bidder’s financial condition and demonstrate long-term profitability.

Minimum Requirement: The bidder’s net assets (calculated as total assets minus total liabilities) must be positive for each of the most recent three years. Cash Flow Capacity The bidder must have available quick assets, credit lines, and other financing means sufficient to meet the cash flow requirements for performing the contract.

Other ongoing contracts being executed by the bidder should also be taken into account. Minimum Requirement: No less than RMB 6,200,000 (a copy of the cash flow statement stamped with the official seal must be provided). Litigation History Any outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets. This project accepts consortium bids.

The maximum number of consortium members is 2, and either the lead member or the other consortium member must meet the eligibility requirements described above. For further details, please refer to the bidding documents. 7、Interested and eligible bidders may submit an application to purchase the bidding documents to the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000.

The bid opening will be conducted publicly at the address specified in this Invitation for Bids, and bidders may send representatives to attend.
