Scope overview
Der Auftraggeber beabsichtigt, Totalübernehmerleistungen für den Neubau eines Bevölkerungsschutzzentrums zu vergeben. Mit dem Projekt möchte der Auftraggeber an einem zentralen Standort verschiedene bislang dezentral im Kreisgebiet untergebrachte Einrichtungen für den Katastrophenschutz zusammenführen.
Das neue Bevölkerungsschutzzentrum wird wesentliche Infrastrukturen des Amtes für Bevölkerungsschutz, des Gesundheits- und Veterinäramtes bündeln und Flächen für die Leitstelle, einen Safety-Campus, Fachwerkstätten sowie Ausbildungs- und Trainingsbereiche für die Feuerwehren und den Katastrophenschutz des Auftraggebers schaffen.
Wesentliche Funktionen des Bevölkerungsschutzzentrums sind damit insbesondere die Bündelung des Brand-, Katastrophendienstes sowie die Schulung der Feuerwehren im Kreisgebiet. Weiterhin sind Lagerflächen für spezielle Einsatzmittel aus dem Bereich des Bevölkerungsschutzes sowie Räumlichkeiten für den Krisenstab des Auftraggebers vorgesehen.
Der Auftraggeber plant die Errichtung des Bevölkerungsschutzzentrums am Technologiering im Ortsteil Mackenstein der Stadt Viersen mit einer Nettogrundfläche (Hauptnutzungsfläche) von ca. 13.200 m² auf einem hierfür bereits erworbenen Grundstück mit einer Fläche von ca. 42.700 m². Es handelt sich hierbei um ein längliches Grundstück mit einer variierenden Grundstücksbreite von ca.
540-580 m und einer variierenden Grundstückstiefe von ca. 65-100 m, welches hauptsächlich in Wasserschutzzone IIIA und zu Teilen in Wasserschutzzone IIIB liegt. Weitere Infos sind der Projektbeschreibung zu entnehmen, die über das in Ziffer 5.1.11 genannte Vergabeportal abrufbar ist.
