ID-TA MATENGGENG-POKKO-493671-CS-QCBS PT PLN (Persero) has received financing from the World Bank toward the cost of the Development of Hydropower Plant in Java Bali System and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) are to undertake an Update Environmental and Social Impact Assessment (ESIA) and Land Acquisition and Resettlement Action Plan (LARAP) of the proposed Pokko Hydropower Plant and prepare all relevant documentation to comply with Government of Indonesia regulations and World Bank safeguard policies. The proposed project capacity total output a 124,5 MW and located in Mamasa River, South Sulawesi and West Sulawesi Provinces, Indonesia. The detailed Terms of Reference (TOR) for the assignment can be obtained at https://nas.pln.co.id:5001/sharing/uPF1QumsW PT PLN (Persero) (“Employer”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Core Business and year is Business: The Consultant shall be a firm with demonstrated experience in conducting environmental and social assessments and land acquisition/resettlement planning (LARAP) for hydropower and/or dam projects. Relevant experience may include socio-economic analysis, labor and working conditions, gender, biodiversity/forest conservation, community development, land acquisition and resettlement, and health & safety. Experience in applying international standards such as the World Bank Environmental and Social Framework (ESF) or other IFI safeguard systems is preferred.
- Relevant similar experience, which should specifically include the following: Having relevant experience and having successfully completed at least one (1) contract involving environmental and social impact assessment (ESIA) and/or land acquisition and resettlement planning (LARAP) for large hydropower and/or dam projects within the last five (5) years. Relevant experience may include biodiversity impact assessment, critical habitat assessment, cumulative impact assessment, and socio-economic and resettlement studies. Experience in applying World Bank ESF, IFC Performance Standards, or other IFI safeguard systems, as well as compliance with Government of Indonesia regulations, is preferred.
- The Consultant shall have experience in conducting community engagement and stakeholder consultations in Indonesia. Experience in South Sulawesi and West Sulawesi, or similar socio-cultural settings, is preferred. Experience engaging Indigenous Peoples and facilitating consultation processes consistent with ESS7, including Free, Prior, and Informed Consent (FPIC), will be an advantage.
- The interested Consultant shall provide the organizational structure, general qualifications, and number of key staff available for the assignment. CVs should not be submitted at this stage, as experts will not be evaluated during the shortlisting process.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations November 2020 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest. Consultants may choose (but not mandatory) to associate with other firms (max. 3 firms) in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or Sub-consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process to determine whether the joint venture meet the shortlisting criteria. A Consultant will be selected in accordance with the Quality and Cost Based selection (QCBS) method set out in the Procurement Regulations.
