Reference: 2026/FAINS/FAINS/135906 (Extension RFP) FAO Indonesia is looking for National Service Provider for the following activity: Establishment and Capacity Building of the National BBNJ Task Force and Development of the National Roadmap and Action Plan Info: The Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ Agreement) represents a landmark global commitment to strengthen governance, conservation, and sustainable use of marine biodiversity in the High Seas.
The Agreement provides a legal framework that regulates four key areas: marine genetic resources (including benefit sharing), area-based management tools (ABMTs) such as marine protected areas, environmental impact assessments (EIA), and capacity building and transfer of marine technology.
Indonesia signed the BBNJ Agreement on 20 September 2023, reaffirming its leadership as the world’s largest archipelagic nation and its commitment to advancing sustainable ocean governance. Subsequently, Indonesia ratified the Agreement through Presidential Regulation (Peraturan Presiden) No. 67 of 2025, issued on 4 June 2025, marking the country’s formal adherence to this historic global instrument.
As one of the early countries in the Asia-Pacific region to ratify the BBNJ Agreement, Indonesia has demonstrated strong political will to protect and sustainably manage marine biodiversity in areas beyond national jurisdiction (ABNJ).
Following the ratification, the Government of Indonesia through the Ministry of Marine Affairs and Fisheries (MMAF), is taking strategic steps to align national policies, regulatory frameworks, and institutional arrangements with the provisions of the BBNJ Agreement.
This includes strengthening inter-ministerial coordination, identifying national priorities for implementation, and building technical and institutional capacity to operationalize Indonesia’s commitments under the Agreement.
In the early phase of implementation, raising awareness among government institutions, academia, civil society, and the private sector is essential to ensure shared understanding and national ownership of the BBNJ process.
Enhanced awareness and communication will strengthen multi-sectoral engagement, build momentum for effective implementation, and ensure that Indonesia’s commitments under the Agreement are broadly supported and sustained. This initiative therefore focuses on the Outcome: Support to national ratification and early phase implementation of the BBNJ Agreement, through the Output: Raising Awareness.
To achieve this, the project will implement the following three key activities: 1. National awareness campaign (targeting government, academia, civil society, private sector); 2. Targeted outreach activities and production of communication materials; and 3. Capacity-building workshops at national and local levels.
