  • The Ministry of Planning and International Cooperation (MoPIC) of Jordan has received financing from the Multi Donor Trust Fund (MDTF) and the World Bank toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds toward payments under the contract for Establishment of Jordan’s Road Asset Management System (RAMS) for Ministry of Public Works and Housing.
  • MoPIC now invites sealed Proposals from eligible Proposers for procurement, supply, installation, implementation, support, maintenance and deployment both a Road Asset Management System (RAMS) software and the Highway Development and Management Model (HDM-4 or any newer release) tool for the Ministry, ensuring that the licenses for both align in terms of duration and number.
  • The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
  • Proposals will be evaluated in accordance with the evaluation process set out in the Request for Proposal document. The following weightings shall apply: Technical proposal (70%) and for financial proposal\cost (30 %).
  • Interested eligible Proposer may obtain further information from Ministry of Planning and International Cooperation (MoPIC), Mrs. Sawsan Abu Alganam; e-mail: Sawsan_abualganam@reformjo.org; and inspect the proposal document during office hours 8:00 to 16:00 hours at the address given below at the address given below.
  • The request for proposal document in English language may be downloaded by eligible proposers, in PDF Format, from the following websites:

https://shorturl.at/zC86k Proposal documents can also be purchased in hardcopy by interested eligible proposers upon the submission of a written application to the address below and upon payment of a non-refundable fee of USD (200). The method of payment will be direct payment to MOPIC against cash receipts. The document will be sent by official courier.

  • Proposals must be delivered to the address below on or before 31 March 2026 at 13:00 Local Time , Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below.

  • All Proposals must be accompanied by a Proposal Security of Ten Thousand (10,000.00) US$.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
