Scope overview
De gemeente Steenwijkerland wenst voor de feitelijke uitvoering van haar Security Operations Center (SOC)- en Security Information and Event Management (SIEM)- dienstverlening één opdrachtnemer te contracteren. Deze dienstverlening ondersteunt actief bij het voorkomen van inbreuken, schade en overlast in de ICT-infrastructuur. Deze aanbesteding bestaat niet uit meerdere percelen.
De scope kent een sterke technische en economische samenhang, waardoor splitsing zou leiden tot risico’s ten aanzien van de continuïteit en kwaliteit van de dienstverlening én ten aanzien van de opvolgende werking van de losse componenten en functionaliteiten. Marktonderzoek laat verder zien dat het geheel van de scope niet beperkend werkt voor de markt en het MKB niet onnodig benadeelt.
Er kan dus alleen op het geheel worden ingeschreven. De totaal geraamde waarde van de opdracht voor de gehele maximale looptijd (10 jaar) bedraagt € 840.000,-. Deze raming is gebaseerd op de uitgaven van voorgaande jaren en een marktverkenning. Voor deze aanbesteding geldt een plafondbedrag voor onderdeel prijs. Hierbij wordt onderscheid gemaakt in implementatiekosten en exploitatiekosten.
Voor de implementatiekosten geldt een plafondbedrag van € 50.000,- exclusief Btw. Voor exploitatiekosten is dit € 850.000,- exclusief Btw gebaseerd op de gehele looptijd van 10 jaar.
