TF C4589-UZ Assignment Title: Expert in prosthetic devices and rehabilitation equipment Reference No. (as per Procurement Plan): U Z-INSON-CS-IC-2.1.11 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
Objectives of the Assignment In Uzbekistan, the system of providing people in need with prosthetic devices and rehabilitation equipment is being improved; today, people recognized as needing them have the opportunity to purchase the desired prosthesis or rehabilitation equipment through e-commerce based on an electronic voucher.
However, Uzbekistan does not have a well-developed system of leasing rehabilitation equipment, which forces citizens who are not entitled to subsidized assistive devices to purchase rehabilitation equipment even when they are needed for short-term use. Citizens who cannot afford to purchase these devices are often isolated for a short time, unable to lead an active life or work.
It should be noted that in Uzbekistan it is impossible to fully meet the need for short-term rental of rehabilitation equipment (for up to 3 months) at the expense of the local budget. To solve this problem and expand access to the necessary assistive devices, the National Agency for Social Protection of the Population under the President of Uzbekistan is developing a program for the rental of assistive devices.
This will allow citizens who temporarily need such devices to rent them on affordable terms. This program should be implemented in partnership with the private sector. The Consultant is expected to carry out the following tasks: 1. Review and analysis: – Study of the list of prosthetic devices and rehabilitation equipment and the procedure for their provision by the state.
– Issuance of a conclusion based on the review of the technical requirements for prosthetic devices and rehabilitation equipment. – Identification of obstacles encountered by citizens provided with prosthetic devices and rehabilitation products in their use, as well as studying their compliance with their needs.
– Identification of factors hindering the creation of a rehabilitation equipment rental system in Uzbekistan. – Development of a scheme for leasing rehabilitation equipment. – List the pros and cons of the rehabilitation equipment rental scheme, as well as risks that need to be managed.
– Based on the experience of foreign countries and a study of the situation in the Republic of Uzbekistan, prepare a conclusion on the feasibility or inadvisability of involving the private sector in the organization of rehabilitation equipment rental points in the republic. – Determining the types of rehabilitation equipment to be included in the list of rehabilitation equipment for rent at rental points. 2.
Detailed design of the rolling scheme, its organization and implementation with options Based on foreign experience and the results of studying the situation in Uzbekistan, the following should be taken into account when developing a scheme for renting rehabilitation equipment: List of rehabilitation equipment with specifications for short-term rental; liability of the leasing organization (private organization); responsibilities of the lessee; rental terms, including pricing options; financing conditions; The role of the NASP.
3. Technical tips The Consultant shall provide practical technical advice on various issues related to the assistive device rental program and ensure the transfer of knowledge to the NASP employees. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The NASP now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Education Degree in the field of physical medicine and rehabilitation.
Experience At least 5 years of experience in the field of physical medicine and rehabilitation. Excellent and proven track record in completing tasks specified in the ToR. Experience working with international organizations, including the World Bank or UN agencies, is an asset. Skills Possession of strong analytical and integrative knowledge Demonstrate openness to change and the ability to overcome challenges.
Ability to search, collate and integrate information from colleagues, collaborating institutions and stakeholders. Ability to gather comprehensive information and identify risks, bottlenecks and opportunities for improvement. Excellent communication and report-writing skills. Proficiency in English; knowledge of Uzbek or Russian is an asset.

Effective collaboration with stakeholders, including government bodies, private sector representatives, and international partners.
Strong integrative and systematic thinking adjustment of social service delivery chain. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
