Extraordinary Need Foster Care Services Contract for Youth with Special Needs

Pursuant to Section 3-04(b)(2)(i)(D) and Section 3-04(b)(2)(ii) of the Procurement Policy Board (PPB) Rules, the New York City Administration for Children s Services (ACS) intends to utilize the negotiated acquisition procurement method to enter into a contract with ABH Pennsylvania Children s Services, doing business as Devereux Pennsylvania Children s Services ( Devereux Pennsylvania ), for the provision of Extraordinary Need Foster Care services for a youth with extensive special needs.

Devereux Pennsylvania is located at 101 Genuardi Circle, Left, West Chester, PA 19380. The proposed contract term is from September 15, 2025, through September 14, 2028, with two optional three-year renewal periods exercisable at the discretion of ACS. The EPIN associated with this proposed award is 06826N0017001. The proposed total contract authority is $2,697,605.00.
