ID-BINTEK - OP-504697-CS-QCBS The Government of Indonesia has received financing in the amount of USD 400 million from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP).

The Directorate of Water Resources Engineering Development (DRWED) under Directorate of Water Resource Ministry of Public Works (MPW) intends to apply part of the proceeds for consultant services, namely Flood Early Warning System (FEWS) Development Consultant for National Urban Flood Resilience Project (NUFReP, or hereafter, the Project).

The Consulting Services (“Services”) is for a Flood Early Warning System (FEWS) Development Consultant. There are several key objectives of this task which to enhance the functionality and effectiveness of FEWS in five cities—Banjarmasin, Bima, Manado, Medan, and Semarang—and to strengthen the capacity of the respective PIUs to implement and sustain these systems.

The specific objectives are to: Design, develop, and deploy an integrated FEWS across five cities. Develop learning materials and conduct capacities building (such as workshops and training sessions) to equip PIUs in focus of FEWS development, operation, and maintenance. Develop comprehensive guidelines for the FEWS development, operations and maintenance.

The Directorate of Water Resources Engineering Development (DRWED) under Directorate General of Water Resource Ministry of Public Works (MPW), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are: A. Core Business and year in Business: At least 10 years’ experience in consulting services, especially in technical assistance, feasibility study, and design and planning in water resources. B.

Required similar experiences: In the last 10 years, the consultant must have successfully carried out all required experiences as follows: Having completed at least 5 assignments as Technical Consultant for Flood Risk Management (such as feasibility study or masterplan or detailed engineering design or other similar term at city or basin scale) each with a minimum contract value of IDR 2,500,000,000 or USD 150,000; Having completed at least 1 assignment to design a flood early warning system (including water resources information system) at the city or basin scale; Preferably have 6 assignments as a Technical Consultant in water resources sector projects, funded by loan/grant from the World Bank or any international development partner; and Preferably have experience as a Technical Consultant in water resources sector projects, having similar nature and geographical area with Indonesia.

C. Technical and Managerial capability of the firm: Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. The firm is not required to submit the CV’s of the staff. Key Experts will not be evaluated at the shortlisting stage.

Consultants may choose (but not mandatory) to associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members shall be jointly and severally liable for the entire assignment), or Sub-consultancy.

In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified and all members of JV shall meet the criteria independently. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works (MPW) to register and to submit EOI. Expressions of interest must be submitted electronically through the SPSE ICB system (http://spseicb.pu.go.id/eproc-icb/) of the Ministry of Public Works latest by December 18th, 2025.
