REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country : The Republic of Uzbekistan Implementation Agency: National Agency for Social Protection (NASP) under the President of the Republic of Uzbekistan Name of Project: “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) Financial Agreement No. 75550-UZ / Grant Agreement No. TF C4589-UZ Assignment Title: Full-Stack Developer / UX/UI Designer (Mobile + Web) Reference No. (as per Procurement Plan): UZ-INSON-CS-IC-1.1.3.2 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the development, implementation, and delivery of a fully functional Minimum Viable Product (MVP) enabling digital monitoring of all five categories of activities of the “Inson” Centers. The MVP will include:
- Mobile application for social workers
- Web panels for social workers, supervisors and operators
- KPI platform
- Tracking platform
- ERP components
- CRM components
- Situational management platform
- Document workflow platform
- Task management platform
- Monitoring platform
Estimated level of effort: approximately 4 professional staff-months. Implementation period: approximately 4 months from contract start. Expected start date: upon contract signature (tentatively March 2026). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Education and Professional Background Higher education in design, information technologies, social sciences, communications or related fields. Professional training in UX/UI design, service design, Human-Computer Interaction (HCI), information systems, computer science or related disciplines will be considered an asset. Experience in UX/UI and Service Design for Complex Service Systems Minimum 5 years of experience in:
- development of UX/UI solutions for digital services;
- participation in projects involving process-based workflows including approvals, task control, activity monitoring, time tracking and performance indicators;
- development of user journeys and service models;
- understanding of ERP system logic and modular architecture, including HR, finance, task management, reporting and monitoring modules.
Experience in Designing Service Artifacts for Offline and Hybrid Services Experience in UX/UI development for:
- employee activity and presence tracking systems;
- task, case and process monitoring systems;
- KPI dashboards and analytical panels;
- action logs, audit trails and supervisory control tools;
- public services or comparable complex digital systems.
Experience in Preparation of UX Documentation and Prototypes Experience in preparation of:
- interactive prototypes (low-, mid- and high-fidelity);
- interface design mockups;
- UX documentation and visual materials used as inputs for ToR preparation and subsequent system development.
