Proposals for this requirement must be submitted in PIEE Solicitation Module. All Offerors must be registered as a Vendor in PIEE. Once registered in PIEE, Offerors must establish a user with roles as a Proposal Manager, in order to post a proposal for this requirement. For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf 2.5.2026 UPDATE: The site visit meeting time will be changed to February 27, 2026 at 9:00 am HST (Hawaii Standard Time) in a formal amendment.
