Scope overview
The Mayor s Office of Criminal Justice ( MOCJ ) advises the Mayor on all matters relating to the maintenance and improvement of a fair and equitable justice system. Recognizing that public safety cannot be achieved by law enforcement alone, MOCJ brings together community and institutional stakeholders to address the systemic issues that undermine the safety and stability of our neighborhoods.
MOCJ works to move our city forward by providing better resources and expanding access to support and services needed to improve public safety for all New Yorkers. MOCJ oversees the disbursement of approximately $320 million dollars in City funding and $175 million in State funding to support criminal indigent defense in New York City.
MOCJ contracts with legal service organizations to provide trial-level and appellate legal representation to criminal defendants, and to certain respondents or other adult parties in Family Court proceedings, who cannot afford to pay for their own lawyers.
MOCJ is seeking legal service organizations to provide indigent criminal defense representation at the appellate level in the First and Second Judicial Departments in the City.
MOCJ intends to procure appellate-level defense providers, with up to three (3) vendors in the First Department (consisting of New York and Bronx Counties) and up two (2) vendors in the Second Department (consisting of Kings, Queens, and Richmond Counties).
