Notice of Intent to Sole Source: 36C77626Q0117 National Veterans Summer Sports Clinic Adaptive Sports Instruction and Support Services Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to The Severson Group LLC. for the National Veterans Summer Sports Clinic (NVSSC) to be held in Orlando, FL., from May 2, 2026-May 10, 2026.

This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) Parts 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements and 12.102(b) Restricting competition.. The NAICS code for this procurement is 611620 and the Small Business Administration Size Standard is $9 Million.

Justification: This requirement is needed to support Adaptive Sports for the NVSSC. An estimated 300 participants including Veterans will be participating. The Office of National Veterans Sports Programs and Special Events (NVSPSE) provide adaptive sports medicine and therapeutic arts for Veterans to improve their independence, health, well-being, and quality of life in accordance with 38 U.S.C. && 322 and 521.

Background: The Department of Veterans Affairs requires structured, professionally managed adaptive sports and wellness services to support rehabilitation, physical activity, and community reintegration of Veterans participating in the NVSSC.

These are the necessary services: Ensure continuity of scheduled adaptive sports programming Provide structural physical activity and wellness instruction Support safe storage and management of adaptive equipment Provide program materials necessary for participant engagement Maintain scheduled program delivery that directly impacts veteran services Adaptive fitness instruction Yoga and meditation instruction Ropes course instruction and facilitation Design and printing of program materials Provision of storage containers, moving of containers, and storage support facility Related logistical and program support services necessary to conduct adaptive sports programming Submittal Information: As stated above, this is an Intent to Sole Source.

No solicitation document is available, and telephone calls will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice.

Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the PWS A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.

Responses to this notice are due in writing via email on or before 10:00 AM (Eastern) on Wednesday March 4, 2026, to Ron Shelko via email at Ronald.Shelko@va.gov, and Michelle Rhodes at Michelle.Rhodes@va.gov.
