( as per Procurement Plan ): MH-PFM PMO-534496-CS-INDV The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (P510280) and intends to apply part of the proceeds for consulting services. The Gender Advisor will be responsible, under the direction of the PFM II Project Manager, for incorporating gender consideration in all project/Client communications to ensure that messaging and engagement methods are inclusive and accessible. This includes, but is not limited to: the PFM II Citizen Engagement Strategy, Change Management Strategy, and Competency Framework, trainings and certification programs, and other gender awareness session as deemed acceptable by the Client. Under the general guidance of the Project Manager, the Consultant will work closely with the Project’s HR Advisor, Communication Officer and the MOFBPS, including, but not limited to: the Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, MOFBPS HR Director, CIU, and other line ministries and international development partners as needed to strengthen the Ministry’s transparency, accountability and citizen engagement. This includes collaborating in with the MOFBPS counterparts to promote organizational culture change related to gender equality and inclusive service delivery. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae (CV) with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the consultant are: Evaluation Criteria CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits. Mandatory Requirements

  • Bachelor’s degree in social science, development, gender or any other related field, or equivalent experience
  • At least five (5) years of relevant experience in gender analysis and mainstreaming, knowledge management, stakeholder’s engagement, monitoring and evaluation, gender, social safeguard, communication, training, capacity and or related tasks.
  • Excellent interpersonal, communications, and coordination skills, and proven ability to work constructively with a variety of stakeholders to achieve common goals
  • Fluent in written and oral English language
  • Excellent report writing skills and proven record in delivering high quality outputs on time

Desirable Experience:

  • In-depth understanding of international development processes, actors, cultural sensitivities, and community outreach approaches.
  • Experience working in RMI or another Pacific Island Country with gender context deliverables.
