Electricity of Mozambique (EDM) GREEN ENERGY CORRIDORS PROJECT (GECP) Project no.: P179797 Component-1: Strengthen Transmission Network and Interconnection INVITATION Business outreach Conference for Design, Supply and Installation of 400KV HVAC Line (Songo Substation- Cataxa Substation- Matambo Substation) 1. The Government of Mozambique (GOM) has received financing in the amount of US$ 100 million as phase-1 of the multi-phase program approach (MPA) with an overall financing envelop of up to US$600 million equivalent from the World Bank toward the cost of the GREEN ENERGY CORRIDORS PROJECT. For phase-1 of the Program, the GOM has secured additional funds from the African Development bank in the amount of UA25 million (USD35 million equivalent) covering the cost for Rehabilitation and Expansion of Songo and Matambo Substations whilst the World Bank financing will cover the construction of the Transmission Line. 2. There will be two main construction contracts, procured separately: one for Rehabilitation and Expansion of Songo and Matambo Substations; and the other for the construction of the 400kV Transmission Line Songo – Matambo. The Bidding Documents for both contracts are under preparation. The project implementing agency, EDM, is preparing a market outreach event -- the Early Market Engagement (EME) – to inform interested firms about the project. 3. Objective of the Conference: 3.1The EME is a market outreach conference that aims to inform potential contractors about the upcoming bidding opportunity for the Design, Supply and Installation of 400 kV Transmission Line Songo - Matambo and upgrades at the associated substations. The conference will provide an overview of the scope of work, procurement procedures, and timeline of the bidding process. Additionally, it will include a questionnaire about capacity of interested companies. The conference seeks to gauge contractors’ interest and gather feedback prior to EDM launching the bidding process. Additionally, the workshop will help bidders understand the AfDB/World Bank Procurement Regulations and prepare responsive bids. 4. Scope of the Project: 4.1The current transmission infrastructure between Songo and Matambo consists of two 220kV transmission lines that were built in the 1980s. These lines have been in service for over 37 years and have a combined capacity of 600MW—one line rated at 400MW and the other at 200MW. In 2022, the maximum demand reached 470MW, indicating that a failure in one line would render the other insufficient to meet the increasing demand in central and northern Mozambique. 5. The scope of the Songo-Matambo 400kV transmission line project includes constructing a 118 km 400kV transmission line. This line will feature a 4 x Tern conductor bundle per phase, running from the Songo Substation through the future site of the Cataxa Substation, and ending at the newly extended Matambo Substation. This project necessitates several upgrades at the Songo Substation, which operates at 220/400 kV, as well as the addition of a new 400kV feeder bay at the Matambo Substation, which operates at 400/220 kV. 6. Upon publication of the Specific Procurement Notice launching the bidding process (expected in February 2026), the interested bidders will be invited to a site visit, at their own cost, to undertake necessary surveys, site investigation, to assess the existing infrastructure and site conditions. EDM will facilitate the site visit. 7. The Procurement Process, and procurement documents 7.1 Transmission line component: The procurement will be conducted in accordance with World Bank’s “Procurement Regulations for IPF Borrowers” dated March 2025 (“Procurement Regulations”). The bidding process will be conducted through international competitive procurement using Request for Bids (RFB), Plant (Design, Supply and Instalation). The procurement process will be Single Stage, two envelope system with the Rated Criteria (without Prequalification), and will be open to all eligible companies. 7.1.1The Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFB Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes. 7.2 Substation Component: The procurement will be conducted in accordance with African Development Bank’s “Procurement Policy for Bank Group Funded Operations, October 2015”. The bidding process will be conducted through international competitive procurement using Invitations for Bid (IfB) for Plant, Supply and Installation (without Prequalification), updated December 2021 and will be open to all eligible companies. 7.2.1 A single-stage, one envelope bidding process will be used, and the Bid will consist of technical and financial offers together in a single envelope. 8.
