MoIT/ACCESS-Bhutan/PMU-06/ 150 March 12, 2026 ACCELERATING TRANSPORT AND TRADE CONNECTIVITY IN EASTERN SOUTH ASIA (ACCESS) – BHUTAN PROJECT EARLY MARKET ENGAGEMENT (EME) For CONSTRUCTION OF ROAD and BRIDGES for GELEPHU-TAREYTHANG PROJECT Country: Bhutan Name of Project: Accelerating Transport and Trade Connectivity in Eastern South Asia (Access) – Bhutan Project: Project ID: P181278 The Royal Government of Bhutan has received financing for the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS), Phase II Bhutan Project from the World Bank.

The project is implemented by the Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) and the Government Technology Agency. The objectives of the project, is to increase the efficiency and resilience of trade, transport, and digital connectivity along selected corridors in Bhutan.

Procurement under the Project is being conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2023). Following the Project’s effectiveness on May 20, 2025, procurement processes for the major components have commenced.

In order to assess market capacity and interest, and enhance competition to achieve value for money and successful delivery of the works, an Early Market Engagement (EME) has been scheduled for the following activity.

Length of the proposed road: 14.0 km [10.2 km of new greenfield highway and widening of 3.8 km of existing highway] Number of work packages: Three (3) Total estimated cost for the works: US$ 190.00 million [Package 1-US$ 97.210 million; Package 2-US$ 57.918 million; Package 3-US$ 24.500 million] Total number of bridges Five (5) including 1005m long Mau bridge.

The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT), hereby invites interested international and national contractors to participate in a one-hour consultation meeting scheduled at 15:00 hours (Bhutan Time) (GMT +6) on March 30, 2026 (Monday) .

The meeting will be conducted in a hybrid format, with national contractors invited to attend the meeting in person to be held in the conference hall of MoIT, while international contractors may participate virtually through the Zoom platform.

We strongly encourage the potential International and National Contractors to participate in this process and to use the meeting as an opportunity to ask questions and provide comments regarding this upcoming project procurement opportunity.

A ‘Market Analysis Survey Form’ is available with this invitation notice, which has been prepared to collect some specific experience and capacity-related information of the potential Bidders.
