GENERAL PROCUREMENT NOTICE REPUBLIC OF THE PHILIPPINES Philippine Digital Infrastructure Project (PDIP) Digital Development / ICT GENERAL PROCUREMENT NOTICE Loan No.: 9730-PH Project ID No.: P176317 The Republic of the Philippines, through the Department of Information and Communications Technology (DICT) , has received financing in the amount of US$ 287,238,000.00 from th e International Bank for Reconstruction and Development (World Bank) for the Philippine Digital Infrastructure Project (PDIP) and intends to apply part of the proceeds to payments for goods, works, non-consulting services, and consulting services to be procured under the Project.
Procurement of contracts will follow the World Bank Procurement Regulations for IPF Borrowers (September 2023) [Procurement Regulations]. Selection will be open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank will publish on its external website the agreed initial Procurement Plan and subsequent updates once it has issued its no objection.
The Project will include the following components and major procurement packages: Component 1: National Fiber Backbone (NFB), Phases 4 and 5.
Works: Design-and-build of NFB Phases 4–5 covering detailed design, supply, installation, testing, commissioning, and handover of backbone transmission facilities in Mindanao; activation of dark fiber at about 37 NGCP substations; construction and fit-out of 37 DICT shelters; provision and installation of DWDM/ROADM and related transmission equipment; and terrestrial links to about 15 submarine landing stations through long-term IRU/lease arrangements.

Goods: Transmission/network equipment, power and protection systems, test instruments, and related ICT equipment.
Consulting services: PH-DICT-475110-CS-QCBS – Consultancy Services for Environmental and Social Infrastructure Assessments, Phase 1 and 2 ; PH-DICT-475104-CS-QCBS – Consultancy Services for Technical Feasibility Study (assessments, design and quality control/supervision), Phase 1 and 2 ; PH-DICT-475109-CS-QCBS – Consultancy Services for Commercial Transactions Manual (business/sustainability model, bidding documents, support to tender), Phase 1 and 2 .
These consultancies are to provide the safeguards, technical and commercial instruments needed civil works packages. Component 2: Middle-Mile Network (Regions XI and XIII). Works: Middle-mile Level 1 and Level 2 contracts to connect NFB PoPs to provincial and municipal PoPs through aerial/underground fiber and microwave, including IP/MPLS integration. Goods: IP/MPLS core and aggregation equipment and related NMS/OSS.
Non-consulting services: Network deployment, testing and acceptance. Component 3: Access / Last-Mile Connectivity. Works: Civil and installation works to connect priority public facilities in Regions XI and XIII. Goods: Wi-Fi/APs, CPEs and power/back-up equipment for about 772 beneficiary sites. Non-consulting services: Field installation, commissioning and site acceptance. Component 4: Network Security.
Consulting services: PH-DICT-475845-CS-QCBS – Consultancy Services for the enhancement of cybersecurity awareness and education and capacity building and training of CERTs and SOCs ; Goods / Non-consulting services: SOC tooling, monitoring and detection systems, and broadband-security service packages. Component 5: Project Management Support.
Individual Consultant : PH-DICT-475099-CS-INDV – Cybersecurity ; and PH-DICT-475098-CS-INDV – Connectivity Specialist .
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website, on PhilGEPS (https://www.philgeps.gov.ph) and on the DICT website (https://dict.gov.ph) , and, where required, in a newspaper of national circulation and/or the Official Gazette.
Prequalification or initial selection of suppliers and contractors will be required for the following large and complex contracts: Middle-Mile Network – Regions XI and XIII (Turnkey Lots 1 and 2) covering backbone-to-provincial and provincial-to-municipal PoPs, including mixed aerial/underground segments and microwave backhaul; Access / Last-Mile Connectivity – Regions XI and XIII (Works Lots) where multiple sites must be delivered in parallel and where contractor capacity and rollout methodology must be screened upfront; Network Security Implementation / Broadband Security Service Package where highly specialized ICT/security integrators are required and where interface with national SOC and telecom operators must be pre-vetted.
