GENERAL PROCUREMENT NOTICE (GPN) - SEEQIP The Government of Kenya (GoK) has received financing to implement the Kenya Secondary Education Equity and Quality Improvement Program (SEEQIP). The total program cost is US$618 million, which will be jointly financed by the World Bank and the Government of Kenya.
The financing comprises an International Development Association (IDA) credit of US$200 million, a grant of US$50 million equivalent from the World Bank IDA Window for Host Communities and Refugees (WHR), and Government of Kenya counterpart funding of US$368 million through the Programme Expenditure Framework (PEF).
The Ministry of Education, State Department for Basic Education, intends to apply part of the proceeds to payments for goods, non-consulting and consulting services to be procured under this program. The Program will include the following Program-for-Results (PforR) and Investment Project Financing (IPF) components.
PforR component comprising the following three Result Areas: Result Area 1 (RA 1): Expand equitable access to quality Secondary Education: The primary focus of this RA is to support the development of improved school learning conditions to allow for increased enrollment and retention in secondary education, and better conditions for effective delivery of the Competency-Based Curriculum (CBC) and Competency-Based Assessment (CBA) in Junior School (JS) and Senior School (SS), including for refugee learners.
Results Area 2 (RA 2): Improve teaching quality in Junior School . This area focuses on a set of interventions aimed at enhancing key aspects of continuous teacher professional development and teacher management, with an objective to optimize teacher effectiveness and utilization. Result Area 3 (RA 3): Strengthen Systems for Equitable Service Delivery in Secondary Education.
This RA complements key system level interventions in basic education under the PEELP (P176867) and SEQIP (P160083) such as the CBC and CBA reforms, data management, Elimu scholarship administration for secondary education, and continued policy dialogue on refugee education.
This intervention therefore prioritizes strategic systems level support to further strengthen and build institutions to improve equitable service delivery for all learners in basic education, including refugee learners. SEEQIP IPF Component will support the following activities: Program management, policy dialogue, communication, monitoring and evaluation, safeguards and fiduciary and verification.
Support implementation readiness for a smooth transition from Junior School to Senior School.
Key technical assistance and Capacity Building (CB)for adequate implementation of the initiated reforms and other systems strengthening activities including priority CB activities such as secondary education for refugee children, system readiness for CBC and CBA implementation in Senior School, climate change and education, and training of education officials on key education areas in secondary education through a three-year CB plan.
The Program will procure the following categories of goods and services through open international and national competitive procurement: - Consulting services: The consulting services will include: Technical Assistance (TA) to guide the establishment of resource Centre modules and a digital repository; TA to support the institutionalization of an E-Assessment System; TA to support the development of an efficient system/ online platform for textbook evaluation leveraging technology; TA to support the implementation of Senior School Pathways; An Independent Verifying Agency (IVA); TAs for Communication, TA for Policy, and; TA for Endline Evaluation of the Program.
Goods: ICT Equipment and Accessories, Software for virtual labs Platform, Special Needs Equipment, IEC Materials, Workshop Equipment, Livestreaming ICT Equipment, Digital devices to support E-assessment and Textbooks.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services, dated July 2016 and revised September 2025, 7th edition (Procurement Regulations for IPF Borrowers), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and www.treasury.go.ke/tenders.html, and in at least one newspaper of national circulation in the Republic of Kenya.
