P502979 The Bosnia and Herzegovina has applied for financing toward the cost of the Sustainable, Integrated and Safe Road Infrastructure Project , and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The overall financing plan for this project in RS, is EUR 142.8 million consisting of: (i) EUR 81.7 million in IBRD financing; (ii) EUR 54.6 million EBRD financing; and (iii) a EUR 6.5 million SSTP grant. EBRD financing will be solely for the construction of Route 2b. Route 2b will be financed based on a contribution ratio of 40 percent IBRD and 60 percent EBRD.

The project will include the following components: Component 1 : Improved Regional Connectivity. Finances the upgrade and improvement of Route 2b of the TEN-T network connecting Sarajevo (BiH) and Podgorica (Montenegro), and the reconstruction, rehabilitation and maintenance of priority main roads in RS. Carries an estimated cost of EUR 138.85 million, of which EUR 77.75 million will by financed by an IBRD loan.

Component 1 will have three sub-components: Subcomponent 1.1: Upgrade of Route 2b between Brod na Drini (Foca) and Hum (Scepan Polje) Subcomponent 1.2: Investments in a program of rehabilitation of priority main roads Sub-component 1.3: Road safety improvements supported by SSTP grant finance Component 2 : Enhanced Road Sector Management.

Finances activities selected activities designed to strengthen road management in BiH, with a focus on improving the financial sustainability of PC RS Roads, mainstreaming climate resilience, and enhancing road safety.

Component 2 will have three sub-components: Subcomponent 2.1: Improved safety and resilience of the road network Subcomponent 2.2: Enhanced operational management and financial sustainability Subcomponent 2.3: Project Management and Capacity building Component 3 : Contingent Emergency Response. This component will support provision of immediate response to an Eligible Crisis or Emergency, as needed.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services Fifth Edition September 2023 ) and is open to all eligible firms and individuals as defined in the Procurement Regulations.

After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in: the United Nations Development Business (UNDB) online (https://www.devbusiness.com), the World Bank’s external procurement website (https://projects.worldbank.org/en/projects-operations/procurement), and national print and electronic media .
