Kingdom of Cambodia Nation Religion King Ministry of Education, Youth and Sport (MoEYS) Basic Education Improvement Project (BEIP) Project No: P508313 IDA-79160 GENERAL PROCUREMENT NOTICE In the two decades preceding the COVID-19 pandemic, Cambodia experienced uninterrupted economic expansion.
However, the current economic success has been built largely on the expansion of relatively low-technology, low-wage/skill production in industries such as textiles, apparel, and basic electronics.
To maintain growth prospects in the long term and remain competitive, Cambodia must diversify its exports and transform its labor-intensive industrial structure into a knowledge-intensive model to advance in Global Value Chains.
Such diversification and transformation require the country to ensure that its workforce has more and better education, starting with a focus on ensuring that everyone has foundational literacy and numeracy skills. Despite nearly universal primary net enrollment, Cambodia faces significant foundational learning challenges.
These persistent challenges in basic education quality, coupled with the overarching objectives of the Education Strategic Plan 2024-2028 and the Pentagonal Strategy, have prompted the Royal Government of Cambodia (RGC) to introduce specifically designed education projects and programs. The Cambodia Basic Education Improvement Project (BEIP) was approved by the Board of Directors of the World Bank on August 29, 2025.
The Project is funded by an International Development Association (IDA) Credit of US$100 million equivalent and an Early Learning Partnership Multi Donor Trust Fund of US$5 million. It is expected to be implemented over a 5-year period starting in November 2025 and ending in December 2030. The Project Development Objective (PDO) is to improve learning outcomes in primary education.
The project comprises four main components: Component 1: Improving primary school readiness Sub-component 1.1: Developing sustainable early childcare service Sub-component 1.2: Improving access and quality of early childhood education Component 2: Leveraging cost-effective solutions to enhance student learning Sub-component 2.1: Targeting instruction for learning remediation Sub-component 2.2: Rolling out Early Grade Learning (EGL) to all primary schools Sub-component 2.3: Investing in learning-enhancing infrastructure Component 3: Improving institutional capacity for education staff management and project management Sub-component 3.1: Improving institutional capacity for education staff management Sub-component 3.2: Strengthening project management and M&E Component 4: Contingency Emergency Response The Basic Education Improvement Project will procure the following: No Description by Category Estimated Cost (in US$ million) Procurement Method Domestic Preference Procurement of Works 1 Works (Construction of 65 New School Buildings) by Competitive Bidding Procedure.

5.84 Selection of Individual Consultants No Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Guidelines (Procurement under IBRD Loans and IDA Credits) provided in the Kingdom of Cambodia's Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated through the Sub-degree 181 AN K/BK dated 2, December 2019, is open to all eligible bidders as defined in the guidelines.
Procurement under BEIP will be governed by the World Bank New Procurement Framework, after July 1, 2016, Regulation for Borrower, revised November 2016, and updated in September 2023.
Approaches to national markets (National Procurement and Request for Quotations) will be carried out in accordance with the Kingdom of Cambodia’s Updated Standard Operating Procedures on Procurement for All Externally Financed Projects/Programs in Cambodia (“Procurement Manual”), Updated Version December 2019, prepared by the Ministry of Economy and Finance.
Specific procurement notices for contracts to be bid under the World Bank’s Open International procedures and for contracts for consultancy services will be announced as they become available on the World Bank’s external website, the MoEYS website, and the Koh Santepheap and Norkor Thom newspapers.
