Km 0 to Yanema Bridge, Length 83 Km Procuring/Implementing Agency Department of Works & Highways Date: 20 November, 2025 Background: The Independent State of Papua New Guinea has received financing from the World Bank towards the implementation of PNG Resilient Transport Project (RTP) aimed at improving road connectivity, accessibility, and safety across priority corridors.
The Implementing Agency is the Department of Works & Highways. As part of the project implementation and in accordance with the World Bank Procurement Regulations, DoWH is conducting Early Market Engagement (EME) to obtain feedback from the market to inform the proposed procurement arrangements. 2.
Purpose of This Notice This Early Market Engagement Notice is to inform and invite interested firms and contractors to participate in a market engagement exercise to: Understand current market capacity, capabilities, and interest. Gather feedback on implementation timelines, and procurement arrangements. Identify any barriers to market participation, especially from regional and local firms. 3.

Scope of the Assignment (OPBRC Works Package) DOWH intends to procure the proposed procurement activities that may include (subject to final design and approval): Rehabilitation and Improvements of roads using Output and Performance Based Contracting. Maintenance and operational support contract. 4.
