P1777851 Deadline: not specified The Republic of Kazakhstan has received financing in the amount of US$ 4,800,000 equivalent from the International Bank for Reconstruction and Development and the International Development Association (“Bank”), acting as `agency of the Partnership for Market Implementation Multi Donor Trust Fund, toward the cost of the Partnership for Market Implementation Project, and it intends to apply part of the proceeds to payments for goods, consulting and non-consulting services to be procured under this project.

The Recipient shall vest the responsibility for carrying out the overall Project with Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (MENR).

The Project consists of the following Components: Component 1: ETS Improvement Provision of technical assistance to carry out analysis, studies, training, and for information technology infrastructure upgrade to improve overall ETS effectiveness for green-house gases emission reduction.

Focus on ETS design evolution till 2035 and further, sectoral interaction, etc., role of ETS and other carbon pricing instruments in climate policy. Technical support to implement auctions of allowance allocation. Deep dive into the key sectors. Update and development of benchmarks. Improvements to the GHG inventory, MRV and registry.

Component 2: Carbon Pricing Expansion Provision of technical assistance to carry out assessments related to expanding carbon pricing to cover other green houses and related sectors and emitters. Technical support to deepen offset market. Support to prepare a Guidance Note on Article 6 & Article 6 readiness assessment. Capacity building for carbon pricing and climate policy.

Flexible technical support for the climate policy framework and carbon pricing. Component 3: Stakeholder Engagement and Just Transition Support stakeholder engagement, communication, and capacity building activities.

Component 4: Project Management and Monitoring and Evaluation Support capacity-building for effective management and monitoring of the Project, including through the provision of Operating Costs, Training, consulting services, goods, non-consulting services, monitoring and evaluation, and Project audits; for PIU and the Recipient. The Project closing date is June 30, 2028.

The Recipient shall establish and thereafter maintain, throughout Project implementation, Project implementation unit (PIU) within MENR, with mandate, functions and resources, with staff in adequate numbers, with qualifications, experience and terms of reference satisfactory to the Bank to be responsible for the implementation of the Project.

Procurement of goods and consulting and non-consulting services will be conducted through the procedures as specified in the “World Bank Procurement Regulations for IPF Borrowers”, dated September, 2023 .

Specific procurement notices for contracts for goods and consulting and non-consulting services will be announced, as they become available, on the World Bank’s external website and website of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan.
