47551 The Republic of Türkiye through its Ministry of Agriculture and Forestry (MoAF) have received grant financing from the International Bank for Reconstruction and Development (World Bank), acting as trustee of the Grant Facility for Project Preparation (GFPP), in the amount of US$400 thousand, to support activities aimed to facilitate the preparation of the proposed Accelerating Turkish’s Agrifood Sector Transformation Project .
The MoAF will implement this grant through the Agriculture and Rural Development Support Institution (TKDK). MoAF/TKDK intends to apply all of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this grant. The grant funding will support project preparation and planning activities, more specifically: Technical Analysis and Assessments.
The grant funding will support TKDK/MoAF to undertake technical assessments/ analysis (technical studies, workshops, etc.) in areas/themes needed such as understanding of demand-assessment for long-term finance; identification of investment model- types to be supported by the project, with detailed cash flows and return rates, to provide critical information to shape the type of support to be provided through the Project under preparation; studies to inform the project’s economic and financial analysis; and engagement with relevant stakeholders to assess the interest in the project and consolidate perspectives shaping the project design.

Establishment of Project Implementation/Management Unit (PIU/PMU) The grant is to finance assessments and the establishment of procedures to ensure the functional structure for implementation of the program within TKDK.
This includes definition of institutional arrangements, including for the establishment of the PIU/PMU (roles, staffing needs, operational procedures, etc.), within the current TKDK structures or new structures; preparation of regulations or directives that might be needed to operationalize the PIU/PMU; assessments of fiduciary capacity and plans for strengthening it, and preparation of the procurement strategy/plan & Project Operational Manual.
It will also support the first stages of development of the project’s monitoring and evaluation (M&E) system. Environmental and Social (E&S) Instruments The grant will support the preparation and disclosure of E&S instruments, covering the framework that is to operationalize the support to beneficiaries.
It will also put together a plan for the establishment of an ESMS, within TKDK, with expected impacts across ongoing WB-funded operations in agriculture. Capacity building for MoAF staff and relevant stakeholders Organizing training programs in procurement, financial reporting, and Environmental and Social aspects targeting MoAF staff.
Domestic and international studies are also to be covered to explore best practices and enhance MoAF-TKDK's institutional capacity.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated February 2025 (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .
The World Bank shall arrange the publication on its external website of the agreed procurement plan and all subsequent updates once it has provided a no objection.
