P181956 GENERAL PROCUREMENT NOTICE The Republic of Uzbekistan has received financing in the amount of U S$ 2.0 million equivalent from the World Bank toward the cost of the Grant Facility for Project Preparation , and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components Research and Study Consulting services for attracting private sector finance for student loans.
Consulting services on Equity of Access Research Consulting services on Scholarships and Loans Analysis Consulting services on University Autonomy and Quality Recommendations Consulting services on University Governance and Finance Management Analysis Consulting services on Industry Connection Analysis Consulting services on Employment Information Promotion Instructions Consulting services for Student Loan Administration and Portfolio Management Review Policy and Legislative Framework Development Consulting services for policy research and modeling.

Consulting services for system development and procurement for the taxation office and digital platforms.
Capacity building and Change Management Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Pr ocurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .2 After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
