P512716 The Government of Angola has received financing in the amount of US$350 Million equivalent from the World Bank toward the cost of the Huíla-Cunene Interconnection Project and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will include the following components and associated bidding opportunities: Component 1 – Cunene Transmission System Project: This component aims to finance the expansion of the electricity transmission network to the south of Angola in order to enable the electrification of localities in the Cunene Province and create the conditions for interconnection with Namibia.

Sub-component 1.1: 400 kV Lubango–Cahama Transmission Line and associated substations: This sub-component will finance the construction of a 400 kV electricity transmission line from Lubango to Cahama, with an approximate length of 200 km, as well as the expansion of the associated Lubango 400/220/60 kV substation with one 400 kV line bay, and the construction of the 400/220/60 kV Cahama substation.

Sub-component 1.2: 220 kV Cahama–Xangongo–Ondjiva Transmission Line and associated substations: This sub-component will finance the construction of the 220 kV Cahama–Xangongo–Ondjiva electricity transmission line, with an approximate length of 200 km, as well as the upgrade of the 132/30 kV Ondjiva substation a 220/60 kV substation, and the construction of the 220/60 kV Xangongo substation Component 2 – Cahama–Namibia Transmission Line: This component will finance the set of instruments required for the implementation of the public-private partnership that will develop the Cahama–Namibia independent power transmission line.

In addition to RNT-EP’s equity contribution to the Special Purpose Vehicle (SPV), this component includes the financing of legal and transaction advisory services, which are essential to structure, negotiate, and operationalize the State’s participation in the PPP and to ensure full technical, financial, and legal compliance.

Activities are organized into two sub-components: Sub-component 2.1: GoA equity participation through the State-Owned Enterprise RNT-EP in the 400 kV Cahama–national border transmission line: This sub-component will finance RNT-EP’s equity contribution to the SPV responsible for the construction and operation of the 400 kV electricity transmission line from Cahama to the Namibian border, with an approximate length of 131 km.

Sub-component 2.2: Legal and transaction advisory services for RNT-EP regarding its equity participation in the PPP-type BOOT SPV: This sub-component will finance consultancy services to RNT-EP, representing the Government of Angola as a State-Owned Enterprise, for the implementation of the PPP transaction.

Component 3 – Technology Modernization (Smart Grid) and Preparation for Integration into the SAPP Regional Market: This component will finance a comprehensive modernization of RNT’s power system operations, including the construction and full outfitting of a new Main National Control Center (NCC), the construction and equipping of a Secondary/Backup Control Center, and the implementation of a new SCADA/EMS platform to replace and expand RNT’s current operational systems.

These investments will underpin the digital transformation of RNT’s grid operations and strengthen the utility’s readiness to operate as a fully-compliant Operating Member of the Southern African Power Pool (SAPP). The component will also support the required IT/OT upgrades, operational reforms, and capacity-building measures to enhance RNT’s planning, dispatch, monitoring, and regional power trading capabilities.

Activities are grouped into two sub-components: Sub-component 3.1: Information and Operational Technology (IT/OT) Upgrades: Smart Grid upgrades, including the design and implementation of the National Control Center (NCC), construction of a backup NCC, and investments in information management systems to improve RNT’s operational performance.

Sub-component 3.2: Operational reforms and capacity building: Technical assistance for broader sector reforms, including the enabling environment and capacity building (strengthening RNT’s capacity for Regional Power Trading, optimization of system planning and dispatch operations, corporate training programs, and consideration of a young professionals program).

Component 4 – Investment Pipeline and Project Implementation Support: This component will finance project management costs, as well as the preparation of a structured investment pipeline for the future development of Electricity Transmission Projects.

Implementation support will include the financing of the operating costs of the Project Implementation Unit (PIU) to be established within RNT, as well as the contracting of specialized services and additional technical assistance throughout project execution, including consultancy services for the preparation of bidding documents, the conduct of procurement processes, and the supervision of works.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .

After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and the Project’s website available at www.pihc.ao/procurement and on the newspaper of national circulation in Angola named “Jornal de Angola”.

Early Market Engagement (EME) will be conducted for the following activities: - Construction of 400kV transmission lines - Expansion and construction of 400kV substations Lubango and Cahama - Construction of 220 kV Cahama-Ondjiva line - Substation works for interconnection of 220kV transmission line - Modification and construction of main and backup National Control Center (NCC) and communication systems - Supply and installation of main and backup National Control Center (NCC) and communication systems Supply and installation of operational and information management systems The EME events will equally be advertised on the World Bank’s external website.
