REPUBLIC OF RWANDA Rwanda Renewable Energy Development Project (BESS) GENERAL PROCUREMENT NOTICE Grant No. E5610-RW Project ID No. P182120 The Government of Rwanda has received financing (grant) in the amount of US$ 1,230 Million from the World Bank toward the cost of the Rwanda Renewable Energy Development Project (BESS), and it intends to apply part of the proceeds to payments for consulting services and other operation activities under this project. The project will include the following components:

  • Feasibility studies for utility-scale & E&S assessment for BESS Study

Feasibility study for utility Scale for BESS study: This assessment is divided into two phases: Phase 1, will include the Feasibility studies for utility-scale BESS site(s), preparation of technical specifications and tender document of EPC Phase II will focus on the preparation of responses to the clarifications for EPC tender, evaluation of Proposals, contract negotiation and the supervision of EPC contract. Consultancy services for E&S assessment for BESS Study: This study will focus on the assessment of the impact of BESS for Environment and social protection.

  • Operational Activities and capacity building

Operational activities and Capacity Building across Battery energy storage system skills and the study tour for the REG staff, Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), Revised dated September 11, 2025 , and is open to all eligible firms and individuals as defined in the Procurement Regulations Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, on the World Bank’s external website and the Newtimes , a local newspaper Interested bidders may obtain further information, and should confirm their interest, by contacting: Energy Development Corporation Limited (EDCL) Rwanda Universal Electricity Access Program (RUEAP) Rwanda Renewable Energy Development Project (BESS) Attn: Mr Eric MIHIGO RUEAP Program Manager 10th Floor KCT, KN 2 ST, Nyarugenge District, P.O.
