GMT+0 (each day) Venue : Golden Key Hotel, King Gray Paynesville, Liberia- Hybrid (virtual + in-person) Registration deadline: February 8, 2026 Project information: The proposed World Bank & GPE-funded Excellence in Learning in Liberia (EXCEL) Project development objective (PDO) is to improve foundational learning and equitable access in public primary schools and to strengthen the education system. The PDO will be achieved through the implementation of five components. The proposed intervention is expected to cover all 15 counties of Liberia. The project consists of the following five components: (a) Component 1 - Improving foundational learning for all, (b) Component 2- Improving Access for all, (c) Component 3 - System strengthening to deliver foundational learning, and (d) Component 4 - Project Management and Technical Assistance. The overall value of the Liberia EXCEL Project is about US$89 million . The implementation of the EXCEL Project is expected to provide procurement opportunities for service providers internationally and locally, depending on the availability of markets. The project activities cut across categories of procurement of Works, Goods, Non-consulting services, consultancy services, and training . All contracts would be awarded in accordance with the World Bank Procurement Regulations . Some of the activities are construction and renovation of classrooms/schools, supply of ICT and related services for schools, Printing of textbooks and teaching guides, training of head teachers and teachers. Qualified contractors, suppliers, training institutions etc would be openly and transparently recruited to ensure value for money. In this context, the Ministry of Education is undertaking Early Market Engagement (EME) to engage with prospective contractors and suppliers before formal procurement process would commence. The EME will help inform key design, contractual, and strategic choices by (i) gauging market interest and capacity among qualified contractors and suppliers, and obtaining feedback from suppliers on packaging, and applicable procurement methods etc., and (ii) validating the most competitive and feasible procurement packaging structure for the procurement activities, based on market responsiveness. It will also provide prospective suppliers and contractors with information on the project needs and requirements and procurement procedures to be followed. The EME would bring prospective contractors, suppliers and training institutions together virtually to share ideas on the best approach and applicable procurement methods. In addition, interested suppliers and contractors will be invited to attend the event. The formal bidding process is expected to commence in February 2026.
