GENERAL PROCUREMENT NOTICE REPUBLIC OF TÜRKİYE AGRICULTURE SECTOR RECOVERY IN TÜRKİYE'S EARTHQUAKE-AFFECTED PROVINCES PROJECT (TARDİP) Agriculture and Food GENERAL PROCUREMENT NOTICE Loan No.: 9760-TR Project ID No.: P181428 The Republic of Türkiye through its Ministry of Agriculture and Forestry (MoAF), has received financing in the amount of US$ 250 million equivalent from the World Bank toward the cost of the Agriculture Sector Recovery In Türkiye's Earthquake-Affected Provinces Project (TARDİP) and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components: Component 1: Enabling Service Provision for a Climate Resilient Agriculture Sector Recovery (US$113.34 Million IBRD, and US$2.55 Million Beneficiaries) This component, to be implemented by the General Directorate of Agricultural Reform (TRGM), focuses on rebuilding and enhancing services to farmers to help them reclaim and enhance production capacity, while also bolstering climate resilience.
It will focus largely on facilitating sustainable provision of two types of services: irrigation and mechanization. Component activities are to be implemented through two subcomponents.
Component 2: Supporting the Climate-Smart Recovery of the Livestock Sector (US$127.16 Million IBRD, US$24.33 Million Beneficiaries) Component activities aim to support the recovery and modernization of the livestock sector in earthquake-affected provinces by adhering to building-back-better principles, under climate-smart livestock approaches and disaster risk principles.
Component activities will be implemented by General Directorate of Livestock (HAYGEM) and General Directorate of Plant Production (BÜGEM).
Component 3: Project Management, Monitoring and Evaluation (US$9.5 Million IBRD) Activities within this component, to be implemented by the General Directorate for EU and Foreign Relations (ABDGM) will include: (i) Project management support for the Project Coordinating Unit (PCU) and implementation structures within the General Directorates (GDs), including capacity strengthening in technical, fiduciary, environmental, and social (E&S) aspects; (ii) Ensuring compliance with E&S risk management, including grievance redress, gender considerations, and citizen engagement; (iii) Maintenance of a project communication and visibility plan; (iv) Monitoring and evaluation (M&E); and (v) Covering operational expenses.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers ( September 2023) (Procurement Regulations) , and is open to all eligible firms and individuals as defined in the Procurement Regulations .
The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website (https://www.tarimorman.gov.tr/) and Project’s (https://tardip.tarimorman.gov.tr/) and the Ministry’s official web sites and a newspaper of national circulation in the Borrower’s or in the official gazette.
