TÜRKİYE FORMAL EMPLOYMENT CREATION PROJECT-2 (FEC-2) Social Protection & Jobs Global Practice GENERAL PROCUREMENT NOTICE Project ID No. P507276 Development and Investment Bank of Türkiye (TKYB) has received financing from the International Bank for Reconstruction and Development (IBRD) in the amounts of EUR 250 million and USD 240.7 million (totaling USD 500 million equivalent) for the Formal Employment Creation - 2 Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The objective of the Project is to improve the conditions for formal job creation by firms operating in Earthquake-affected Provinces[1]. The Project consists of the following parts: Part 1. Loans to SMEs and LEs for formal job creation (US$498.55 million) Provision of Sub-loans directly to eligible beneficiary Small and Medium Enterprises (SMEs) and Large Enterprises (LEs) operating in the Earthquake-affected Provinces to finance Sub-projects. Part 2. Capacity building support to firms and project management and implementation support (US$0.2 million)
- Provision of capacity building activities to Eligible Beneficiary Firms and Eligible Non-Beneficiary Firms, including on financial analysis and reporting, economic research, climate resilience and mitigation, and sustainability;
- Provision of Project management and implementation support to TKYB , including support for day-to-day project management, Operating Costs, Training and capacity building for the PIU staff, implementation of gender and citizen engagement activities (including outreach and Project awareness campaigns), and Project monitoring and evaluation; and
- Strengthening TKYB’s capacity to reach and support SMEs through the implementation of an SME Strategy, including: (i) developing outreach strategies for SMEs; (ii) adapting systems for SMEs, to evaluate credit, environmental and social, and operational risks; (iii) adjusting credit and ESMS policies; (iv) developing improved monitoring and evaluation systems for SMEs; and (v) the establishment and operationalization of the SME Growth and Resilience Facility
The World Bank Procurement Regulations for IPF Borrowers dated September 2023 (‘Procurement Regulations’) will apply to Part 2 of the project. TKYB will assume full credit risk in on lending the financings to private sector borrowers under Part 1 of the project and therefore the Procurement Regulations do not apply to the procurement of goods, works, non-consulting services, and consulting services under Part 1 of the project. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement including above mentioned consulting and non-consulting services under Part 2 will be announced as they become available, in UN Development Business online, on the World Bank’s external website and https://kalkinma.com.tr/. For other open procurements at national level, specific procurement notices will be announced as they become available in http://www.kalkinma.com.tr .
