The objective of the Grant Facility for Project Preparation (GFPP) grant is to enhance the readiness of the Sri Lanka Ports and Logistics Development Program (PORTAL), strengthen the capacity of the Sri Lanka Ports Authority (SLPA) to undertake a complex port and logistics development program with significant private sector participation, and establish the financing and administrative structures necessary to support program preparation.

Grant Funds will be used to identify and develop critical project activities.

The project will include the following components: Component 1: Technical design and preparatory studies Carrying out due diligence including feasibility studies and detailed designs for logistics facilities infrastructure, such as the Value-Added Logistics facilities Performing land use optimization studies and technical assessments/designs to improve operational efficiency of Colombo Port.

Component 2: Environmental and Social instruments Undertaking environmental and social assessments and preparing E&S instruments in line with World Bank Group policy.

Component 3: Credit enhancement and structuring Legal and regulatory assessment of Sri Lanka’s revenue assignment frameworks, financial due diligence including SLPA’s revenue streams, assessment of credit enhancement structures, investor sounding to test opportunities for innovative financing approaches, and other requirements as needed to support potential IBRD enclave financing.

Component 4: Financial management and procurement readiness FM and procurement assessments, including preparation of the Project Procurement Strategy for Development (PPSD) and early market engagement .

Component 5: Project management and implementation support Establishment of a PMU and other implementation arrangements, staffing (including external market experts), administrative management, monitoring and reporting, and day-to-day support for project preparation.

Component 6: Capacity building Conducting training and workshops, study visits, stakeholder consultations and learning exchanges to support capacity building, including business development, project management, contract management including PPP contract of mega port and logistics projects.

The key procurement objectives for the technical assistance grant are to ensure timely, transparent, and high-quality selection of consultants to support SLPA’s project preparation activities.

Specifically, the objectives are to: Complete all key consultancy procurements (technical design, E&S, financial structuring) within the first 6–9 months of implementation to enable project readiness; Engage qualified firms and experts with strong international and regional experience in port logistics, E&S, and financial advisory through competitive, quality-based selection methods; Promote efficiency, transparency, and compliance with World Bank Procurement Regulations, using STEP for monitoring and disclosure; Build SLPA’s institutional capacity in World Bank procurement and contract management through targeted training and hands-on support; and Achieve value for money by emphasizing technical quality, competition, and well-defined deliverables in all consulting assignments.

These objectives directly support the PDO by ensuring timely, high-quality preparatory studies and enhanced institutional readiness for future port investments Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, July 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”) , and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Specific procurement notices for contracts subject to open international and national competitive procurement will be announced, as they become available, on the World Bank’s external website and mohsl.gov.lk and/or Daily News, Dinamina and Thinakaran.
