GENERAL PROCUREMENT NOTICE Country: Bangladesh Name of Project: Learning Acceleration in Secondary Education (LAISE) Practice Area/Sector: Education Credit No. 74120-BD Project ID No. P178487 The Government of the People’s Republic of Bangladesh has received financing toward the cost of the Learning Acceleration in Secondary Education (LAISE) Project, a World Bank–assisted hybrid operation comprising: (i) a Program-for-Results (PforR) component amounting to USD 280 million, financed by the International Development Association (IDA) and linked to eight (8) Disbursement-Linked Indicators (DLIs); and (ii) a Technical Assistance (TA) component of USD 20 million, financed under the Investment Project Financing (IPF) instrument. The Government intends to apply part of the proceeds of this financing to eligible payments for goods, non-consulting services, and consulting services to be procured under the TA component of the Project. The Project will include the following PforR Program Scope:
- RA 1: Student support for improved learning, retention, and resilience
- RA 2: Improved teacher competency
- RA 3: Improved secondary education systems and resilience
The IPF Component (TA) will cover program management, monitoring, and evaluation. The following procurement activities under the Project will follow an Open International Market approach:
- SD-1: Team Leader and Teacher Education Specialist (International) – Individual Consultant
- SD-4: Project Management Consultancy – Firm
Procurement of contracts under the TA component will be conducted in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, July 2016, revised November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined therein. The agreed initial procurement plan has been published on the World Bank’s external website, and all subsequent updates will be published on the Bank’s external website following the Bank’s no-objection. Specific procurement notices for contracts subject to open international competitive procurement have been/ will be announced on the World Bank’s external website, as well as on the free-access websites: www.bppa.gov.bd and www.dshe.gov.bd.
