Scope overview

GENERAL PROCUREMENT NOTICE MALAYSIA KIP FOR HFC PHASEDOWN (STAGE I) PROJECT ENVIRONMENT GENERAL PROCUREMENT NOTICE TF0C8498-MY P177789 The Ministry of Natural Resources and Environmental Sustainability has received financing in the amount of US$ 10,190,804 equivalent from the World Bank toward the cost of the Malaysia Kigali Implementation Plan for HFC Phasedown (Stage I) Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components: Part 1. Investment in HFC Consumption Reductions Provision of Sub-grants to Beneficiary Enterprises in: (a) stand-alone commercial refrigeration manufacturing to achieve HFC phaseout and energy efficiency improvement; and (b) automobile industry to pilot HFC conversion in MAC systems. Part 2.

Reducing HFC Demand in Servicing 2.1 Refrigeration Servicing Sector Training and Capacity Building Developing a training program for and provision of training to servicing sector technicians to improve safe handling of refrigerant and equipment during maintenance and repair, including providing small equipment and tools used to service refrigeration equipment and piloting training on electronics repair.

2.2 MAC Servicing Sector Training and Capacity Building Developing a training program for technicians to provide servicing of MAC in vehicles utilizing HFC, including providing small equipment and tools used to service MACs.

2.3 MAC in Public Transport Providing technical assistance to the Land Public Transportation Agency (“APAD”) and its associated agencies and contractors in managing high-GWP HFCs, through: (a) study tours and analytical work on lower-GWP based rail systems; (b) development of refrigerant management plans; and (c) needs assessment for future plan implementation.

2.4 Strengthening Recovery and Recycling Efforts Supporting feasibility studies and study tours for government agencies and training centers on strengthening enforcement of refrigerant management regulation through innovative approaches, including refrigerant electronic tracking. Part 3.

Technical Assistance and Policy Support 3.1 Supporting (a) feasibility studies related to green procurement and mandatory MAC leak testing; (b) training of targeted industry sectors, including the fire suppression and commercial refrigeration sectors, on HFC alternatives; (c) study tours for beneficiaries in the MAC, refrigeration and fire suppression sectors, and relevant government authorities; (d) convening technical working group meetings on developments in the MAC sector.

3.2 Supporting policy development including through, inter alia, (a) the development of standard operating procedures or guidelines, online system and interface to manage and allocate annual import quotas of HFCs and HFC blends; (b) select Customs training sessions on HFC monitoring and enforcement; (c) the acquisition of refrigerant identifiers to inform enforcement work.

3.3 Conducting impact assessments and studies on developing and instituting HFC bans in specific applications and subsectors.

3.4 Supporting policy development on energy performance for stand-alone commercial refrigeration equipment including, inter alia, through: (a) market studies, data analysis, development and introduction of: (i) a MEPS; (ii) voluntary energy performance guidelines for units falling outside the purview of the MEPS; (iii) testing protocols, and (b) upgrade of the national environmental test chamber to enable compliance verification under the new MEPS and guidelines.

Part 4.

Project Management Supporting: (a) the establishment and operations of a PMU; (b) capacity building and support for project, financial, procurement, environmental and social management, and others as needed; (c) stakeholder engagement activities, including public awareness and outreach, inter-agency coordination and consultations, and the operation of a grievance redress mechanism (“GRM”); (d) verification audits of annual consumption; and (e) Project progress monitoring and reporting.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations (September 2023), and is open to all eligible bidders as defined in the regulations.
