Scope overview

Das Geoinformationssystem (GIS) ist bei Swissgrid das zentrale System zur Verwaltung räumlicher Daten und stellt eine unverzichtbare Ressource für die Verwaltung von Assets im Leitungsbereich dar. Mithilfe des GIS werden Swissgrid-Assets in 2D und 3D dargestellt und den Nutzern über eine benutzerfreundliche Weboberfläche (WebGIS) zur Verfügung gestellt.

Die derzeitige GIS-Lösung basiert auf der Technologie des Anbieters ESRI und wird durch die Komponenten WebOffice und GEONIS der Firma VertiGIS ergänzt. Diese Komponenten wurden 2019 im Rahmen einer GATT/WTO-Ausschreibung eingeführt. Die VertiGIS-Produkte wurden zwischenzeitlich abgekündigt und erhalten nur noch bis Februar 2028 Support in Form von essenziellen Bugfixes und Security-Patches.

Weiterentwicklungen werden seit Anfang 2024 nicht mehr angeboten. Dieser Sachverhalt verhindert notwendige Upgrades der bei Swissgrid eingesetzten ESRI-Komponenten, was die Umsetzung wichtiger Digitalisierungsvorhaben im strategischen Programm «Asset Management 4.0» erheblich einschränkt oder sogar behindert.

Aufgrund der technologischen Überlegenheit der ESRI-Plattform, sowie ihrer Integrationsmöglichkeiten mit bestehenden Swissgrid-Systemen wie SAP, FNT-Command, Salesforce und PLS-CADD, ist die Fortführung dieser Lösung strategisch sinnvoll. Daher wurde ein Direktbezug von ESRI-Lizenzen und der zugehörigen Wartung realisiert.

Ziel sind der Ersatz der aktuell geführten VertiGIS-Komponenten durch den Aufbau mit neuen Basiskomponenten von ESRI, Optimierungen im Datenmodell sowie die künftige Weiterentwicklung und die Sicherstellung eines 3rd Level Supports in Zusammenarbeit mit einer Dienstleisterin, welche die ausgeschriebenen Leistungen per 1. August 2026 bis 31. Juli 2031 erbringen soll.
