Scope overview

Title: Greenhouse Controls System Upgrade - Agassiz Research and Development Centre Description: AAFC requires the replacement of an existing Argus Classic Control System at the at the Agassiz Research and Development Center located at 6947 Highway 7, Agassiz BC. Building B72 greenhouse.

The project is to provide new Argus Control panels with all control relays and operational programming to control existing end devices in the greenhouse compartments 1 to 11. The work will also include upgrading the software and programming to state-of-the-art Titan Control with multi-user visual graphical interface. Basis of selection: This is a two phase selection process.

Bidders responding to this ITT are to submit a bid in two phases. Phase One bids cover only the qualifications and experience of the Bidders. Following evaluation of Phase One bids, Bidders are advised of their competitive standing and responsive Phase One Bidders will be invited to submit a Phase Two bid. Phase Two bids cover the pricing.

A combination of the Phase One and Phase Two submissions constitutes the final bid. Initially, suppliers are invited to submit bids in the first phase of the selection procedure. Only the Phase One information asked for in the ITT is to be included in Phase One bids, and evaluation of Phase One bids will be carried out only on the Phase One information requested.

Construction Time: The Contractor must perform and complete the Work by June 30, 2026. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada. AAFC has adopted the Integrity Regime administered by Public Services and Procurement Canada.

As a result, the integrity provisions are being applied in AAFC procurement activities as outlined in this solicitation. Canada will make available Notices of Proposed Procurement (NPP), bid solicitations and related documents for download through the Government Electronic Tendering Service (GETS) at https://canadabuys.canada.ca/en/solicitation-opportunities.

Canada is not responsible and will not assume any liabilities whatsoever for the information found on websites of third parties. In the event an NPP, bid solicitation or related documentation would be amended, Canada will not be sending notifications. Canada will post all amendments, including significant enquiries received and their replies, using GETS.

It is the sole responsibility of the Bidder to regularly consult GETS for the most up-to-date information. Canada will not be liable for any oversight on the Bidder's part nor for notification services offered by a third party. Indigenous Procurement: The federal Indigenous Business Directory (IBD) is an online resource for all levels of government and the private sector to identify Indigenous business capacity.
