Scope overview
Het cluster Grond en Vastgoed (GVG) van de Provincie Limburg is verantwoordelijk voor het aankopen, tijdelijk beheren, verkopen van onroerende zaken en het administreren van haar bezittingen, voor zover deze verband houden met provinciale projecten. Momenteel wordt hiervoor gebruik gemaakt van het systeem P8.
Het huidige systeem heeft zijn technische levensduur bereikt en het contract eveneens, hetgeen tot deze aanbesteding leidt. Voor een efficiëntere en toekomstbestendige werkwijze is het noodzakelijk over te stappen op een toekomstbestendig informatie- en administratiesysteem voor grondzaken.
Het nieuwe systeem moet het huidige P8 vervangen/opvolgen en aansluiten op de eisen die voortvloeien uit actuele provinciale informatiebehoefte, werkprocessen én opgaven. Met ruim 3.300 hectare provinciale gronden (peildatum 1 januari 2024), bestaande uit agrarische gronden (22,2%), bos/natuur (23,6%), bebouwd terrein (4,2%), water (1,4%) en verkeer (48,6%), is het beheer van deze portefeuille complex en veelzijdig.
Nagenoeg de helft van het bezit betreft gronden behorend tot provinciale infrastructuur. Daarnaast omvat de portefeuille onder andere gronden die bestemd zijn voor gebiedsontwikkeling, natuurcompensatie en huisvesting van provinciale organisatieonderdelen.
De werkzaamheden vragen om een flexibel en breed inzetbaar systeem dat deze diversiteit kan ondersteunen en meebeweegt met veranderende wetgeving, provinciale ambities en het beleid op het gebied van transparantie, compliance en governance.
