Scope overview

This tender is part of the Voluntary buyout scheme announced by the Government for property affected by Cyclone Gabrielle. We need highly capable people to engage with individual Category 3 affected landowners to present, discuss, and resolve the voluntary buyout offers from Council. These offers will be based on individual valuations and in accordance with a Council adopted voluntary buyout policy.

Following the presentation of the offer, further engagement and negotiation with the property owner(s) may be required until an agreed position is reached, and a legal conclusion is achieved. This tender seeks to secure the specific skills required for negotiation and legal resolution of the voluntary buyout program for Hastings District Council and Napier City Council.

This may be a single supplier with the capacity to cover all aspects in-house, or suppliers may partner with each other to present a panel that covers the necessary requirements. This work is vitally important to our community. It is seeking to provide certainty and closure for affected property owners; allowing them to make decisions about their future.

Your work will be instrumental in helping our community to move forward and bring closure to a difficult period. Given the unique and challenging task posed, your company will emerge with increased marketable skills and experiences that may help people affected by future natural disasters.
