Senior Procurement Specialist for Climate Resilience and WASH Projects in South Sudan

The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide this Service.

Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies) .

The shortlisting criteria will consider the requirements mentioned in the TOR, including : A minimum of a Master’s degree in Engineering, Law, Procurement, Supply Chain, Finance, Business or Commerce. A minimum of 10 years post qualification experience including expertise in the management of procurement in the public or private sector.

A minimum of 8 years of post-qualification experience in implementing procurement actions according to international organizations guidelines/Regulations such as the World Bank, African Development Bank and other Multilateral Development Banks, etc. for procurement of works, goods, and services Full membership of a nationally or internationally recognized professional association is required.

Candidate must be in good standing at the time of submitting their expression of interest. Experience in similar working environment like that of South Sudan is desirable Ability to use the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) software is desirable 5.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.

Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest.
