REQUEST FOR EXPRESSIONS OF INTEREST (Consulting services – firm selection) REPUBLIC OF TAJIKISTAN Modernizing the National Statistical System Project in Tajikistan Agency on Statistics under the President of the Republic of Tajikistan CONSULTING SERVICES Grand No: TF-B173977 Assignment Title: Hiring a company to conduct a functional analysis of the National statistical system and develop a new organizational structure for the Agency on Statistics under the President of the Republic of Tajikistan Reference No: (as per Procurement Plan): STAT/MNSSP/CQ-RFP/2025-61 Background With the phased transition of the Republic of Tajikistan towards the automation of core statistical production processes and the introduction of electronic methods for collecting and processing statistical data, there is a growing need to revise the organizational structures of certain divisions within the statistical system, both at the central and regional levels. This includes reallocating resources from processes that benefit from increased digitalization toward areas requiring greater strengthening—such as IT, methodology, quality, dissemination, communication, and other centralized support functions. Objective of the Assignment The primary objective of this assignment is to conduct a comprehensive functional analysis of the Central Office of AS, its regional divisions, and the MCC, to identify redundant and duplicative functions and develop proposals for optimizing the existing functional setup and organizational structure. To ensure the high-quality implementation of the project's planned activities, the Agency of Statistics under the President of the Republic of Tajikistan will engage a company to conduct a functional analysis of the national statistical system and develop a new organizational structure for the Agency of Statistics under the President of the Republic of Tajikistan under the "Modernizing of the National Statistical System Project in Tajikistan." Scope of Work The company is responsible for developing a new organizational structure for the Agency, optimizing business processes, developing a regulatory framework, and improving management efficiency, as outlined in the above-mentioned project. Requirements for the Company Applications from interested companies will be evaluated based on the following selection criteria: The company must meet the following criteria:

• No legal restrictions preventing operations in the Republic of Tajikistan.
• Experience implementing similar projects involving reorganization, optimization, or functional analysis of government bodies.
• Experience drafting legal and regulatory acts and optimizing statistical business processes.
• Deep knowledge of different national statistical systems.
• Adequate human resources to complete the assignment.
• Ability to communicate in Tajik and Russian whether directly or through an interpreter/translator.
• Knowledge of English and Russian is essential for working with international materials, standards, and sharing experiences. Knowledge of Tajik is primarily required for working with documents, conducting interviews, and interacting with the AS's central office and regional offices.
• Preference will be given to teams that have members who can communicate fluently in Russian and/or Tajik.

Duration The assignment must be completed within 140 days from the date of contract signing. A consultant will be selected in accordance with the “Consultant Qualification Selection – CQS” method set out in Procurement Regulations.
